In response to the appeal of the delegation led by the Chairman of the Central Committee of the Vietnam Fatherland Front regarding the implementation of 3 peak months of mobilizing residents to participate in the movement “Repaying dead and wounded soldiers for their favour” on the occasion of the 70th anniversary of the Day for Martyrs and Wounded Soldiers (27/7/1947 – 27/7/2017), in the morning of 3 May, the Committee of the Vietnam Fatherland Front in Hanoi city launched 3 peak months for mobilizing residents in the movement “Repaying dead and wounded soldiers” to widely disseminate to residents policies and guidance of the Party and the State on those credited with contributions to the revolution. Simultaneously, this movement also focuses on dissemination and education on patriotism, the pride of the country, enhancement of the awareness and responsibility of residents in all classes in expressing the great gratitude to and taking care of those credited with their contributions to the revolution. Through this movement, collection was implemented to create more sources to take care of those credited with their contributions to the revolution, families of social policies and those credited with their contributions to the revolution but living in disadvantageous areas. The time of the movement is from 27 April 2017 to 27 July 2017.
Contents of 3 peak months of mobilizing residents to participate in the movement “Repaying dead and wounded soldiers for their favour” include: disseminate to residents policies and guidance of the Party and the State on those credited with contributions to the revolution, trending towards the 70th anniversary of the Day for Martyrs and Wounded Soldiers. Under the implementation of what is taught by Uncle Ho “Wounded soldiers and families with dead and wounded soldiers are those credited with contributions to the Fatherland and people. Therefore, we should express our great gratitude them and support them”. the Vietnam Fatherland Front as well as political and social organizations from city to grassroots levels has coordinated with the local authority, the Department of Labour – Invalids and Social Affairs to strengthen the Repaying dead and wounded soldiers for their favour in a practical and effective way, ensuring that each agency, organization, enterprise and family which are not entitled to the poor ones do specific acts to support families with dead and wounded soldiers as well as those of social policies, particularly:
– Do not letting any wounded soldiers do not have their own wheelchairs.
– Children of martyrs and seriously wounded soldiers will be supported in finding proper jobs.
– Finishing all support in construction and rectifications of houses for those credited with their contributions to the revolution under Decision No. 22/2013/QĐ-TTg of the Prime Minister following the plan of the city People’s Committee before 27 July 2017.
– The units who will receive contributions of agencies, organizations, enterprises and individuals are the Fund for Repaying dead and wounded soldiers for their favour at all levels.
Rate of financial support: agencies, organizations, enterprises are encouraged to take from the social welfare fund and provide financial support under their capacity; for households, the expected support rate is from VND 20,000đ upwards; for officials, public civil servants and labourers, the expected support rate is 01 working-day salary (or 01 working-day income).
Assignment:
The Standing Board of the Vietnam Fatherland Front Committee in Hanoi city: Coordinating in making a plan and organizing a conference on the implementation of 3 peak months of mobilizing residents to participate in the movement “Repaying dead and wounded soldiers for their favour” on the occasion of the 70th anniversary of the Day for Martyrs and Wounded Soldiers. Political and social organizations, enterprises at the city level are encouraged to monitor, instruct and review such implementation and acts as clue contact for registration and receipt of support at city level.
The city’s Labour Union: give instructions to the Trade Union to implement the plan and directly appleal agencies and units at the city level to provide support.
Hanoi Youth Union: give instructions to Communist Youth Unions at levels, subordinated units to support the plan and directly encourage schools in the city.
Vietnam Farmer’s Union, Vietnam Women’s Union, Veterans Association of Vietnam: issue guiding documents to instruct unions and their subordinated units to implement the movement “Repaying dead and wounded soldiers for their favour” on the occasion of the 70th anniversary of the Day for Martyrs and Wounded Soldiers and organize financial collection at grassroots.
The Standing Board of the Vietnam Fatherland Front Committee in districts, wards, commune: take initiative in coordinate with political and social organizations, the Department of Labour – Invalids and Social Affairs at the same level to build up and implement the plan in the locality; instruct wards, communes, towns, front working board in residential areas to appeal households to support the movement “Repaying dead and wounded soldiers for their favour” on the occasion of the 70th anniversary of the Day for Martyrs and Wounded Soldiers.
Under the implementation of providing support in construction and rectifications of houses under Decision No. 22/2013/QĐ-TTG of the Prime Minister, Hanoi has 7,566 households are entitled to the support in newly construction and rectifications of houses. The support rate for newly-constructed houses is VND 70 million/ household (including VND 40 million taken from the budget and VND 30 million taken from socialization fund); the support rate for rectifications is VND 35 million/ household (including VND 20 million taken from the budget and VND 15 million taken from socialization fund). The total support given to 7,566 households is VND 402 billion dong. Up to 26 April 2017, the number of households for which house construction and rectifications are finished or in progress makes up 85.7% compared with the plan, specifically: 4,420 households with those credited with their contributions finishing construction and rectifications of houses, 1,986 households are implementing construction and rectifications of houses. Up to now, 1,138 households with those credited with their contributions have not implemented construction and rectifications of houses (they committed to finish works before 27 July 2017).
From 2012 to 2016, Hanoi implemented criteria on Repaying dead and wounded soldiers for their favour, meeting the initial plan, specifically: Calling for support the fund for “Repaying dead and wounded soldiers for their favour” in the amount of VND 161 billion, newly constructing and reparing 2,921 house with expenses of VND 106 billion (including newly constructing 1,232 houses); offering 29,786 households an amount of VND 24 billion; upgrading 503 works citing contributions of martyrs with expenses of VND 465 billion.
At the ceremony, participants provide financial support for the fund for “Repaying dead and wounded soldiers for their favour”.
