 Accordingly, implementing the Prime Minister’s Directive No.19/CT-TTg of April 24, 2020, on the continued implementation of COVID-19  prevention and control measures in the new situation, the Ministry of Culture, Sports and Tourism requests departments of Culture, Sports and Tourism, departments of Culture and Sports, departments of Culture, Information, Sports and Tourism to direct and guide the local public library system to seriously implement epidemic prevention and control measures such as arranging adequate facilities and materials to wash hands and disinfect at locations that serve readers; requesting librarians and regular readers to often wash their hands with soap or antiseptic solution, wearing a mask, keeping a safe distance during interaction and not arranging people with any of the following symptoms of cough, fever, and shortness of breath to work and read at the libraries.

Besides, it is required to regular disinfect and clean warehouses and rooms for readers; reduce and space the number of tables and chairs served at the reading rooms on the spot, at classrooms, schoolyards (when serving mobile) to ensure the distance between the readers and not gathering crowds as required at Directive No.19/CT-TTg assigned to provinces/cities, areas corresponding to the risk levels.

Contributing and promoting the information, propaganda and dissemination of documents taks on the prevention and control of COVID-19 epidemic to the readers at the library, outside the library and on the cyberspace are called for.

Some additional measures are to promote the provision of online services including information provision, reading support and online newspapers; recommend books and new materials especially digital library materials that can or may be used in other libraries for readers; advise and guide readers to use online services, implement question and answer services, support the use of online libraries, set up categories, storytelling services, and online book introduction for children, guide methods and skills to search and use information online, improve users’ ability of information search and utilization; and increase the service of lending materials to home and the online lending service for readers.

The Ministry of Culture, Sports and Tourism requests departments of Culture, Sports and Tourism, departments of Culture and Sports and departments of Culture, Information, Sports and Tourism to guide people in charge of libraries, based on the specific situation and conditions, to develop the work and service plans suitably in each local and geographical area as prescribed, ensuring safety for officials, employees and readers.
