Under the rules and regulations, for any organization and individual who is having a desire and appropriate qualifications for competition would be entitled to freely creating any forms of propaganda at the specific sites designated by the Organizing Committee, including: The August Revolution Square, Dong Kinh Nghia Thuc Square, Ly Thai To monument Public Garden; the main traffic points: Cua Nam, State Bank, O Cho Dua, My Dinh, Mai Dich; the streets: Dinh Tien Hoang, Le Thai To, Trang Tien, Hang Khay, Trang Thi, Ba Trieu, Hai Ba Trung, Phan Dinh Phung, Dien Bien Phu, Hung Vuong, Thanh Nien, Giang Vo, Kim Ma, Nguyen Chi Thanh, Tran Duy Hung; and the city entry areas, big bridges in Ha Noi.

In highly appreciating a sense of humbleness of Ha Noi Department of Culture and Sports, painter Tran Khanh Chuong, Chairman of Viet Nam Arts Association – Head of the Jury Board said “ he himself has participated in a number of competitions  both at home and abroad, but this is the first time to see Ha Noi organize such a campaign. Drawing on his experience, he noted that designs should take into account of space, lighting, expecially the issue of traffic safety as almost all models of decoration are being hung cross the street, that may cause dangers to the public”. He also suggested that be expanded to the outskirt districts of Ha Noi, if it is done in the next year.

Sharing with painter Tran Khanh Chuong’s views, painter Nguyen Hung Mai termed that Ha Noi’s holding of the first ever competition of decorating designs has showed its high sense of perfection, worth being acknowledged, which will help change the Capital’s decorating styles, make Ha Noi more beautiful, restrict pennons in red and blue being arranged disorderedly, damaging ancient architecture space of the relics.

In responding to the ideas and comments made by the painters on the matter of the Capital decoration for the past time as well as for the present campaign, Mr. To Van Dong, Director of Culture and sports of Ha Noi, Chairman of the Organizing Committee said: “Learning from the past experiences in decoration making, this time for participating works, after they  have been judged by the Jury Board, will be displayed for opinion polls among mass media and the public before the last decision will be made. In the wake of this campaign, probably Ha Noi might not look fine right away, but if this work is done annually and earns wholehearted and enthusiastic support from painters and businesses in favour of  Ha Noi, it is certain that an image of decorated Ha Noi city will be much more appealing in the eyes of the public and visitors”.
