With a view to building a professionalized administrative institution and a contingent of cadres, civil servants, officials and labourers in the Capital with the criteria “disciplined, responsible, wholehearted and friendly”, on 25 January 2017, Ha Noi People’s Committee released Decision No. 522/QD-UBND on the adoption of the code of Conduct imposed on the cadres, civil servants, officials and labourers working at the bodies under Ha Noi city.

 The Code of Conduct consists of 4 chapters (11 articles) is aimed at to building a professionalized administrative institution and a contingent of cadres, civil servants, officials and labourers in the Capital with the criteria “disciplined, responsible, wholehearted and friendly. It helps guide the cadres to follow the norms in doing business with organizations and citizens, settling affairs among families and society. It contributes to preserve and enhance the good cultural tradition of the Capital and country, build the Hanoians elegant, civilized. To implement the Code of Conduct, Ha Noi People’s Committee has tasked Ha Noi Department of culture and sports to be the standing agency to the effect..

Right from it enters into effect, the Code of conduct has received widespread supports from cultural reseachers, people from all walks of life, as it is for the first time Ha Noi has had the Code of Conduct to be specifically applied on people at offices, residential areas and public sites.

The Hanoians have often been proud of their tradition as being elegant and civilized as phrased “Though unscented it must be still jasmine, uncivilized he or she must be still from Trang An”. The serious execution of the Code of Conduct together with the other contents in the Year for Administrative Disciplines 2017 will be certainly contributing positively to the development of good signs in behavioural culture of Ha Noi people, building a professionalized administrative institution, and making the Capital ever more civilized, modernized and prosperous.
