The conference’s report pointed out after more than 2 years of implementating the Code of Conducts for cadres, cicil servants, officers and labourers working at the city agencies and at the public sites, it is obviously seen that the service attitudes and behaviours among the Capital’s cadres and civil servants have become more properly in dealing with people, settling administrative procedures in a sense that fits in their responsibilities, tasks assigned; and conforms with the process and legal regulations. It has seen so much more positive changes in the civilized lifestyle of the residential areas in the city. These fine features in cultural behaviour of the city folks have contributed to building and promoting the image of Ha Noi as a friendly, safe and hospitable city.
However, apart from the achieved positive outcomes, there is remaining a part of cadres, civil servants with improper behavioural acts against their colleagues as well as people. Some have not yet abided by the disciplines in carrying out tasks, leading to agitating public opinions.

In his speech of instructions at the conference, Chairman noted and highly valued the efforts made by the bodies, units and individuals for having strictly adhered to the city’s guidances. Referring to the contents that need to be focussed in the coming period, he requested the Departments’ Directors, Heads of the agencies, units; Chairmen of the districts, towns and wards to strictly observe the Government Prime Minister’s instructions stated at the Scheme “Public Affairs Culture”; at the same time, find the concrete solutions to overcome the existing constraints and weaknesses.

On this occassion, Ha Noi People’s Committee gave the Certificates of Commendment to 20 collectives, individuals for their outstanding achievements made in the above implementation.
