It is the spirit of the contest “Decoration of Decoration of flowers and ornamental trees for Spring in the Year of the Dog 2018” in some districts in Hanoi City from February 9 to February 21, 2018 (Lunar December 24th to the Lunar January 6th) organized by the Department of Culture and Sports in collaboration with the Hanoi City Ornamental Creatures Association.

Although the contest was implemented in a very short time to serve activities on the occasion of the 88th anniversary of the founding of the Communist Party of Vietnam (03/02/1930 – 03/02/2018) and the Lunar New Year 2018 but many inner districts have strictly implemented the direction of the Hanoi City People’s Committee. Ha Dong District and Long Bien District are typical. The districts registering for pilot implementation have been decorating, refurbishing and finishing flowers and ornamental plants with lighting decorations, banners, slogans, flags, etc., creating the green – clean – beautiful – civilized – modern and eco-friendly look of Hanoi capital of Vietnam.
According to the objectives set out from the beginning of the competition, some remarkable initial results have achieved: Beautifying the landscapes of the Capital on the occasion of Lunar New Year, helping to protect the environment, building the green, civilized, modern and eco-friendly lifestyle in urban area; acting as the practical and meaningful activity for the local people to gradually improve their awareness, actively participate in environmental protection, planting more trees and flowers with voluntariness, community responsibility and widespread nature; propagating and encouraging people in the area to participate in the contest with the slogan: “Each family plants a flower to welcome the Lunar New Year”, contributing to the “All people unite to build cultural life” movement, building thecivilized urban lifestyle.
Through the inspection of contents displayed in Ha Dong District,the Organizing Board, Jury and Advisory Group recognized the sense of responsibility and strict compliance with the direction of the city leaders in decorating with ornamental plants on the To Hieu street in Ha Dong district (in front of the headquarter of Party Committee, the People’s Committee, the People’s Council of Ha Dong District) with more than 120 flower crocks in all kinds and nearly 100m2 bacground and carpeting flowers carried out by Ha Dong Environment Public Service Joint Stock Company. Remarkably, the carpeting, background flowers and flowerpots selected by the units are diverse in term of colors, types, with high longevity and originated from Vietnam; decoration is harmonious; Decorative theme “Happy Party, Happy Spring” is highlighted and clear; the units have had a great deal of creativity in combination of view and shaping and use of substrates and auxiliary materials”.
Long Bien district methodically carry out the program to build a civilized, green, clean and beautiful lifestyle on 12 roads, and initally, residential areas under the district’s management complied strictly, which is highly appreciated. For the anniversary of the founding of the Party and Lunar New Year in 2018, all roads, residential areas are green, clean, beautiful, decorated with banners, slogans, red flags, symbols, lighting, flowers and ornamental plants with the varying level and scale by both the State and the people. The viewpoint of socialization of environmental sanitation, tectonic urban landscape is strictly directed by leaders at the different levels and political organizations. The people are subject, object and beneficiary of the benefits of building the civilized , green, clean and beautiful urban lifestyle. The awareness of the people in the protection of the ecological environment, landscape and urban civilization has been significantly improved.
The socialization of decorative flowers and ornamental plants in the streets was conducted effectively by Long Bien district, attracting the participation and support of businesses, corporations and mass organizations in the community.

Mr. Nguyen Trong Duy, Head of Culture and Information Department of Long Bien District, said: “With the spirit of decisively innovating the environmental sanitation, Long Bien district continues to carry out the propaganda in various form and content, propaganda and education to each residential area and cluster to enhance the sense of responsibility of each citizen and staff in the implementation of regulations on urban environmental sanitation, assign he urban order and urban order management teams to regularly review and handle violations of environmental sanitation and prevent the dump sites on the streets, together with maintain the general cleaning movement on each Saturday morning in the agencies, enterprises, schools, residential areas in order to create a mass movement so that the people voluntarily participate in environmental sanitation. Many wards have set up a “Volunteer for the Environment” club with hundreds of members, operating on the principle of voluntariness, self-management under the management of the Ward People’s Committee. The clubs are designed to bring together the people who are not only interested in but also volunteering to protect the environment, helping to educate and propagandize the awareness of environmental protection in the community. In addition, the regular and through task of the clubs is to organize environmental protection activities in residential quarters and areas in order to create the clean environment to protect health the community”.

Dr.Sc Tran Duy Quy, Chairman of Vietnam Rural Development Science Association, Vice Chairman of Hanoi City Ornamental Creatures Association, Head of the Jury appreciated the significance of the contest as well as the spirit of serious implementation of the Organizing Board, the sense of execution of the districts who have registered to participate in this pilot contest. “Hanoi Department of Culture and Sports, based on the results of the pilot contest, should report to the Hanoi People’s Committee on the plan for organizing this annual contest into a widespread mass movement, educate the sense of environmental protection and urban civilization. One of the economical, effective and sustainable solutions that needs to be considered seriously is that every year, the Department cooperates with the Hanoi City Ornamental Creatures Association to display flowers and ornamental plants on some key streets in the socialization way. This encourages the staffs, members and people in the areas directly participate”.

Ms. Do Kim Oanh, Director of the Hanoi Exhibition – Information Center, Deputy Head of the Organizing Commitee , has recognized and summarize to report to the superiors on the comments of Mr. Tran Duy Quy, and other members of the Organizing Board, Jury, Avisory Group and leaders of participating units in this year’s contest. Ms. Do Kim Oanh emphasized: “Through research and information, we know that the Hanoi City Ornamental Creatures Association annually held many ornament creature events associated with the significant events and anniversaries of the Captial and country in the socialization way, typically, such as the Exhibition of Ornamental Creature to Welcome the 1000th Anniversary of Thang Long – Hanoi in 2010, the First Ornamental Creature Festival of the Captial in 2016, the national exhibition of orchids in 2017 … attracting many provinces in the country to participate. The goal of the association is to develop the Ornamental Creature field into the high-value ecological sector, contributing to the building of new rural areas and civilized towns. If approved by the leaders of the Department and the city, in the incoming time, the Department of Culture and Sports will coordinate in the construction of public cultural spaces to serve the community, decorate with flowers and ornamental plants on a number of cultural and historical relics, organize the contests of flower and ornament plant decoration on a number of streets during the Lunar New Year occasions and national holidays in the years based on the socialization. They both save budget and promote the role of mass organizations in the implementation of economic, cultural and social tasks of the city”.
