In the coming years, Hai Ba Trung District will implement the 03-CTr/QU Program of the District Party Committee on “Synchronously developing infrastructure together with enhancing urban management and building a civilized lifestyle in Hai Ba Trung district in period 2016-2020” with a focus on effective implementation of “ All people join hands to build a cultural life” movement.
Hai Ba Trung district keeps promoting the activities of “all people join hands to build a cultural life” movement in an intensive, rich and sustainable manner, reaching all classes in the district such as building cultural models in the areas, families, residential groups, agencies, units, enterprises and schools; practicing a civilized lifestyle in weddings, funerals and festivals, contributing to the building of good idealogy, morality and lifestyle as well as a healthy cultural life, building the standard of civilized elegant Hanoians; Strengthening the management of cultural activities and services, eliminating all kinds of reactionary and harmful cultural products while effectively implementing regulations on the urban civilized lifestyle, strictly handling violations in cultural activities and public cultural services in the area.
Hai Ba Trung district strives to fulfil the following targets by 2020:
– 100% of households applying for Cultural Family Certificates.
– 90% of households recognized and maintaining the title of Cultural Families
– 70% of residential groups recognized as and maintaining the title of Cultural Residential Groups.
– 70% of agencies, units and enterprises recognized as having reached the cultural standard.
– 3 to 5 wards recognized as “Standard urban civilized wards”.
– 100% of residents provided with knowledge of laws, science and technology.
– 50% of locals regularly participating in community cultural and sports activities.
– 70% of the areas having places to play, exercise, and hold community activities.
Specifically, the district focuses on improving the quality of cultural models, with building cultural families as the basic factor, improving the quality of residential groups, striving to build the “standard urban civilized ward”; organizes the evaluation and election of cultural titles according to the procedures in a fair way and with proper commendation; and includes the criterion of cultural title quality in the annual evaluation of the emulation of party organizations, administrations, agencies, mass organizations and units.
At the same time, the ward aims to link the contents of the “people join hands to build a cultural life” movement with the implementation of the “Learning and following Ho Chi Minh morality” and the “kind people with good actions” movements, promoting and scaling up the positive factors and advanced examples, timely encouraging and rewarding individuals and units well implementing cultural lifestyle.

In addition, Hai Ba Trung district continues to promote activities to build an “urban civilized and cultural lifestyle”, implementing the convention on wedding parties, funeral parties, religious and festival activities; reorganize cultural service business activities; call for people’s active engagement in preventing epidemics, ensuring food hygiene and safety and implementing the criteria of “health cultural families”; actively prevent and fight against social evils, especially drug evils and prostitution; step up socialization in order to attract resources for investment in the construction of grassroots cultural institutions such as community houses, libraries, bulletin boards, playgrounds, and sport fields.

Also, exploiting and bringing into full play the cultural factor and human factor, building civilized and elegant Hanoians according to the following standards: “Good words, good work, and beautiful gestures”, making culture a driving force to promote socio-economic development in the district are also the district’s targets.
