Accordingly, Plan No. 176/KH-UBND aims to concretize the targets, goals and tasks of Program No. 06-CTr/TU of the City Party Committee to ensure progress and complete the set goals. Focusing on mastering and disseminating the Program’s contents to attract the attention and response of all levels, sectors and people of the Capital to the task of cultural development, improving the quality of human resources, building elegant and civilized Hanoians. At the same time, clearly assigning responsibilities to departments, agencies, People’s Committees of districts, towns and related units to ensure the completion of Program goals.
For cultural development, the City determines to focus on 8 main contents, which are: Building a cultural environment; Culture building in politics and economy; Preserving and promoting the value of cultural heritage; Improving the quality of cultural and artistic activities; copyright protection, cultural industry development; Tourism development; Development of information and communication; Developing the career of physical training and sports; International integration.
For the task of improving the quality of human resources, the City will focus on three groups of solutions: General education; Vocational education, job creation; Recruiting, training and fostering cadres, civil servants and public employees. For general education, the City will deploy solutions to effectively implement the target group: Number of public schools (kindergarten, primary, secondary school, high school) meeting national standards will reach 80-85%; Investing in the construction of 03-05 inter-schools (primary, secondary and high schools) with an area of at least 5 hectares and with facilities on par with other countries in the region. Regarding vocational education, job creation, to deploy solutions to effectively implement the following targets: Rate of trained labor from 75-80%; The rate of workers with degrees and certificates is from 55-60%; Vocational training is about 230,000 turns of people each year.
Regarding building elegant and civilized Hanoi people, the city will focus on fostering patriotism, national pride, ideology, morality, healthy, exemplary lifestyle, and the spirit of observation of the law of the Hanoians. Improving the quality of cultural models, creating a strong spillover effect in the implementation of 02 codes of conduct. Along with that is promoting the effectiveness of conventions, and traditional cultural values in building elegant and civilized Hanoians.
Hanoi city also identifies certain national and international events to be held in the area. Specifically, the Department of Culture and Sports will preside over cultural and artistic events such as Hanoi Food and Culture Festival; Folklore festival in contemporary life; Intangible cultural performances; Street festival; Monsoon International Music Festival (Moonson); Countdown art show; Extended Hanoi Good Voice Contest; Capital Theater Festival; London Symphony Concert (Vietnam Airline concert); Hanoi International Film Festival, Capital’s Elegant Girl Contest… Sporting events: Dragon boat swimming festival; Hanoimoi Newspaper Run competition; Phu Dong Health Festival; Capital Sports Festival; Asian International Women’s Volleyball Tournament; Open Hanoi Dance sports Championship; International Marathon “Legacy Journey”…

The Hanoi People’s Committee assigned relevant departments, branches and units; The People’s Committees of districts, towns to organize to thoroughly grasp the contents of the Program implementation plan to key officials, civil servants and officials of agencies, localities and units to unify awareness and successfully implement the Program, Plan, complete the formulation of assigned schemes, plans, solutions, mechanisms and policies, and submit them to competent authorities for promulgation before September 30, 2021, organize the implementation of the plan as assigned to ensure the completion of the objectives, targets and tasks of the Program according to the set schedule.
