Hanoi to strengthen measures to prevent COVID-19 pandemic

As stated in the document, in accordance with the Government Office’s Notice No. 12/TB-VPCP dated March 24, 2020, on the Conclusion of Prime Minister Nguyen Xuan Phuc at the Government Permanent Meeting on the prevention and control of COVID-19 pandemic, considering the actual situation of COVID-19 development in the City, and to thoroughly implement the COVID-19 prevention and control, and minimize the spread of the pandemic in the city, the City People’s Committee directs as follows:

Directors of departments, branches and chairmen of People’s Committees of districts and towns should exercise heightened vigilance, get ready for every situation, prepare some specific measures, even for the worst scenario. Measures to prevent and control the pandemic should be implemented more drastically and effectively. The following principles should be insisted on prevention, detection, isolation. All entities must direct and manage more thoroughly and closely so that the pandemic has no way to spread. It is required to minimize holding meetings, pay the highest attention, raise the sense of responsibility, coordinate closely, and resolve work promptly without adversely affecting the prevention and control of COVID-19.

Public gatherings should be limited by temporarily ceasing unnecessary business such as karaoke, massage, bars, discos, video games, cinemas, stadiums, sports games with many attendance and audience, except for the facilities trading in essential things such as food, petrol, and necessities for daily life. The concentration of many people at funerals, weddings, death anniversaries, birthday parties, and other meetings must not be allowed; people are encouraged to stay at home, work and study online via internet or television, and so on. Religious and worship establishments must not organize activities which many people may attend.

The Department of Health is requested to summarize the results of reviewing, testing, and isolating all foreigners and Vietnamese who have entered Vietnam as directed by the City People’s Committee in the Document No. 948/UBND-KGVX dated March 21, 2020, then report to the City People’s Committee and the National Steering Committee on COVID-19 Prevention and Control by midnight on March 25, 2020. To assume the prime responsibility for, and coordinate with concerned units in, urgently purchasing equipment, facilities, supplies, test kits, medical bio-products, etc. in a timely, open, and transparent manner, saying no to improper actions. To focus on quick and accurate testing of cases in concentrated isolation areas, and suspected cases in the community for timely isolation. To implement and complete the infrastructure and employ medical human resources for hospitals in the city. To prepare equipment, receive and put into operation COVID-19 treatment field hospital in Me Linh, ensuring to meet the level-3 requirements in line with the City’s COVID-19 Prevention and Control Plan. To coordinate with Hanoi Capital High Command in transferring first generation (F1) in the isolation zone in the City’s hospitals to the concentrated isolation area managed by Hanoi Capital High Command.

Department of Information and Communications is requested to assume the prime responsibility and coordinate with relevant units in encouraging and mobilizing organizations and individuals to conduct online transactions. To communicate and request the city authorities to continue to hold meetings via social media instead of meetings in person. To assume the prime responsibility and coordinate with the city’s newspaper and radio agencies in promoting the communication on the pandemic prevention and control on mass media, including social networks, to ensure social stability. To regularly inform about the positive results, good models, the community’s solidarity in pandemic prevention and control. To take measures to prevent cross-spread of the pandemic in the community and implement social distancing. Take the initiative in providing information on treatment results, cases with better signs, and serious cases to avoid causing bewilderment among people. To give more information on measures for preventing and avoiding the pandemic. Not to give the information that causes pessimism, fear or discrimination against infected or suspected people.

People’s committees of districts and towns are assigned to drastically direct the prevention and control of COVID-19 in the area; to bear the full responsibility for the implementation of the prevention and control measures as directed by the Central and the City authorities to minimize the number of infections and deaths in the area.

Departments, agencies, press agencies of the City, and people’s committees of districts and towns are assigned to proactively review and implement tasks in accordance with regulations, based on their functions and tasks.

Vietnam Fatherland Front of Hanoi City and the city’s socio-political organizations are requested to actively communicate and mobilize agencies, organizations, population groups, families and each citizen regarding the implementation of the city’s pandemic prevention and control measures and the thorough change in their habits and routines to adapt to the requirements of pandemic prevention.

The City People’s Committee also assigns the Department of Health to summarize the outcoming, difficulties, and problems in the implementation process, and report to the City People’s Committee for consideration as prescribed.
