Information, propaganda and dissemination of the Code of Conduct content are effectively organized by the District through many forms such as radio system, visual propaganda, through mass activities, contests, leaflets, etc. Departments, branches and mass organizations organize the implementation of the content of the codes of conduct into action programs, schemes, resolutions, plans … of the unit. The commitment to implement Codes of Conduct in agencies and units is added to the annual evaluation and emulation criteria of cadres, civil servants and public employees.

In addition, propaganda, dissemination and thorough understanding of Codes of Conduct have also been carried out to Party organizations, cadres, civil servants, public employees, residential areas, public places and people by Ha Dong district regularly and continuously in various forms. The district has launched an emulation to implement the Codes of Conduct in public places in the whole district, associated with the movement “All people unite to build cultural life” from district to grassroots level.

Ha Dong District also regularly organizes surveys to assess the satisfaction of organizations and citizens who work and deal with public offices; develops monthly and annual evaluation and emulation criteria for cadres, civil servants, public employees and laborers. The inspection, supervision and speeding up the implementation has been implemented annually by Ha Dong district from district to grassroots level; develop an annual inspection plan on administrative reform in combination with the implementation of the basic contents of the Codes of Conduct in agencies and units of the district. In the wards, set up inspection teams, supervise the implementation of the Code of Conduct in branches, divisions and wards’ unions, conduct quarterly or irregular inspections as required.

The implementation of the Code of Conduct in public places in the district has been flexibly and creatively deployed in a number of localities, historical, cultural and religious sites. In particular, Ha Dong is a locality that well implements a civilized lifestyle in weddings, funerals and festivals, so the implementation of the code of conduct into life in the district is relatively convenient, creating more changes in the consciousness and actions of cadres, civil servants, public employees as well as people in the practice of cultural lifestyle in each locality, agency and unit in the district.

However, the elegance and civilization, especially the communication and behavior of a small number of cadres and people, has not yet become a popular self-discipline and habit in life. The work of education and advocacy build good values in social relations, character education, behavior in family relations, social community relations has not been highly effective at times; A few units of leadership and direction are not very drastic, not really interested in the implementation of two codes of conduct; The awareness of a part of the people in building a civilized urban lifestyle, the implementation of the code of conduct in public places is still limited…
At the inspection of the implementation of the Code of Conduct in Ha Dong District, Mr. Nguyen Thanh Tuyen – Deputy Head of the Department of Culture and Family Development Department (Hanoi Department of Culture and Sports) said that the propaganda campaign to change awareness does not may require overnight, especially with the Code of Conduct in public places, so Ha Dong district needs to strengthen and closely follow the instructions of the Department of Culture and Sports on propaganda work to ensure practical suitability, the scale of propaganda needs to be further improved.

Appreciating the leadership and direction of the implementation of two Codes of Conduct of Ha Dong District, at the inspection session, Deputy Head of the Propaganda Department of the City Party Committee, Ms. Dinh Thi Lan Duyen – Head of the inspection team suggested that, during the inspection, Ha Dong district needs to continue to pay attention to the propaganda, grasp and disseminate more widely to each object, agencies, units, union members and unions must have a sense of building cultural lifestyle, elegant and civilized Hanoians, because this is both the pride and responsibility of each citizen. The District also needs to review the implementation of the Codes of Conduct on a regular basis, assess what is good and bad, on that basis choose good and appropriate models for implementation and replication, and at the same time pay attention to promptly to the work of praising and rewarding good practices, typical individuals and strictly handling violations.

Receiving comments from the inspection team and sharing their wishes about building a culture of behavior, combining tourism development in craft villages, Vice Chairman of Ha Dong District People’s Committee, Mrs. Pham Thi Hoa said: Ha Dong is a locality with many craft villages such as Da Si cutlery village, Phu Luong carpentry village, Van Phuc silk village, etc., every year, welcomes thousands of foreign tourists and many high-ranking delegations of the state to Van Phuc silk village.

Ha Dong is also an array of cultural integration of many different localities, so it is very difficult to implement the Codes of Conduct. Therefore, the problem of getting bows, thanks – apologies to become the behavior of people in fact still has many problems. Immediately after the Codes of Conduct have been issued, the county developed a 5-year roadmap; each year, the district has issued plans and implementation programs, assigned specific tasks to departments and localities and made annual reports.
