This is because the Party Committee, the authority and the people of Phu La ward have followed the instructions of President Ho Chi Minh.

Mr. Do Quang Binh recalled his unforgettable memory, when he was 10 years old, he and his friends was crying “Uncle Ho, Uncle Ho” to welcome President Ho Chi Minh. Children queued to be given candies by and received encouraging advices from Uncle Ho. Uncle Ho had a simple and rustic but virtuous style. Having 30 years of working for the local authority, since he took charge of cultural affairs in Van Phu ward (currently known as Phu La ward), Mr. Do Quang Binh clearly remembered and followed the Uncle Ho’s words to strive to build a more and more civilized and prosperous ward. Being responsible for social work at the locality, he witnessed the clear transformation of the ward into civilized urban area with no longer poor households. Besides, the ward has been well equipped with material and cultural facilities, and average income per capita is VND 1.5 million/person/month.

Mr. Nguyen Tai Hien, Deputy Secretary of the Party Cell, Head of the Living Group No. 1, Phu La ward, Ha Dong district, introduced about the images of President Ho Chi Minh visiting Van Phu in 1966.

President Ho Chi Minh visited and gave best wishes on Binh Ngo New Year (1966) occasion to children in Van Phu commune (currently known as Phu La ward), Ha Dong district.

Mr. Nguyen Tai Hien, Deputy Secretary of the Party Cell, Head of the Living Group No. 1, Phu La ward, Ha Dong district, also the custodian of Uncle Ho’s memorial monument, said that “in Uncle Ho’s memorial house located in living group 1, there are many memories of Uncle Ho vising the ward on Binh Ngo New Year occasion (January 1, 1966). Welcoming everyone to visit the memorial house every day, Mr. Hien’s learnt by heart the saying of Uncle Ho at that time: “Van means culture, Phu mean prosperity”. Uncle Ho wished that Van Phu would become a cultural and prosperous ward, in which cooperatives should be typical.

Studying and following Uncle Ho’s words, over the past 50 years since Uncle Ho’s visit, generations of cadres, Party members and people of Phu La ward have made best efforts to overcome any difficulties, well achieve targets, and complete all tasks in all aspects. Since the Politburo promulgated the Directive No. 05 on “Promoting studying and following Ho Chi Minh’s ideology, morality and style”, especially after 10 years of establishment, the ward has actively promoted the patriotic emulation movement, consolidated the strength of the solidarity, and created positive changes, thereby contributing to the successful implementation of the socio-economic development tasks of the locality.

President Ho Chi Minh visited and gave best wishes on Lunar New Year occasion at the home of Mr. Dang Dinh Dinh in Van Phu commune (Binh Ngo 1966).

Mr. Le Trung Dung, the Vice Chairman of People’s Committee of Phu La Ward, Ha Dong District said that, at the beginning, the people’s income mainly came from agricultural production; limited level of education had greatly affected the job placement for laborers; utility such as electric system, roads, schools, stations has not been well built; 7 out of 10 living groups have no meeting house.

With a population of over 16,000 people, in the economic development leadership, the Party Committee of the Ward has focused on addressing a lot of problems, overcoming difficulties, creating favorable conditions for enterprises and households in terms of financial issue and administrative procedures, creating job, developing household economy, and improving income for the people.

Up to present, Phu La has developed mainly in trading and service sectors, in which service business accounts for 75%, including industry – small industry – construction. There have been 215 enterprises and 582 households in the ward specializing in production and business. There also have been 2 co-operatives that have shifted to new forms of integrated service business.

President Ho Chi Minh talked to Steering Committee of Van Phu Cooperative on the occasion of Binh Ngo New Year Festival in 1966.

Thanks to the economic development, budget revenue and expenditure has been implemented in strict accordance with the Budget Law. The annual state budget revenue in the ward reaches and exceeds the assigned target. Total annual budget revenue is over 200%. Total recurrent expenditure reaches 100% of the assigned target.

Over the past 10 years, more than 2,000 typical individuals of Phu La were rewarded, including 2 being awarded at the central level, 38 being rewarded at the city level, and the rest being rewarded at district, ward, and industry level.

The ward has built and completed 38 works with total investment capital of over VND 430 billion, facilitating the health care, recreational activities, cultural activities, study, etc. for the people.


Uncle Ho Memorial House in Phu La

Following Uncle Ho’s advice, Phu La Secondary School was built to promote education for local people.

According to Urban Economic JournalThe ward has also speeded up site clearance for key projects of the city and the district such as: Cat Linh-Ha Dong, highway 6A from Ba La T-junction to Yen Nghia station, and Phu Luong urban area, etc., and strengthened the management of urban order so as to make many positive changes, contributing to the cleaner and more spacious and civilized ward. After 10 years of establishment, Party Committee, authority and people have made Phu La more prosperous, beautiful, and civilized as instructed by President Ho Chi Minh.
