The promotion of studying and following Ho Chi Minh’s thought, morality and style needs to focus on the following groups of contents: studying and developing plans to follow Ho Chi Minh’s thought, morality and style; raising the responsibility of setting an example of cadres, party members, civil servants, public employees and union members in studying and following Ho Chi Minh’s thought, morality and style; Innovating communication and dissemination on studying and following Ho Chi Minh’s thought, morality and style, making his thought, morality and style really a solid spiritual foundation of social life, developing culture and creating an image of elegant and civilized Hanoians; Preliminary and annual assessment of results, final summarization of studying and following Ho Chi Minh’s thought, morality and style.
Regarding studying and development of plans to follow Ho Chi Minh’s thought, morality and style, in addition to specific instructions on studying, mastering seminars and periodic activities, the Publicity and Education Department of Municipal Party Committee proposed, based on the entire and annual seminars, all levels of Party committees, Party organizations and socio-political organizations should develop plans to study and follow Ho Chi Minh’s thought, morality and style for the entire and annual tenures in various and vivid forms associated with the implementation of Resolution of the 4th Plenum of the Party Central Committee (tenures XI, XII, XIII) and the Resolution of the Party Central Committee (tenure XIII), Resolution of the XVII Municipal Party Congress, 10 work programs of the Municipal Party Committee (tenure XVII), especially Program No.01-CTr/TU of the Municipal Party Committee (tenure XVII) on “Enhancing the Party building process to ensure a strong and healthy development of the Municipal Party Committee, and accelerating administrative reforms in the 2021-2025 period”; Program No.10-CTr/TU of the Municipal Party Committee (tenure XVII) on “Improving the efficiency of anti-corruption; thrift practice and waste combat in the period of 2021-2025”.
At the same time, the implementation should be combined with the synchronous and more drastic performance of the 4 groups of tasks and solutions proposed by the Resolution of the 4th Plenum of the Party Central Committee (tenure XII). The two more groups of tasks and solutions of the Fourth National Party Congress (tenure XIII) to be emphasized are: Building a contingent of cadres at all levels, especially at the strategic level, and qualified leaders, on a par with duties; Resolutely and persistently fight against corruption and negative practices, strictly handle wrongdoing cadres. Each year, a number of pressing and key issues are selected in the field of ideology, ethics, working style and methods and in the implementation of political tasks for discussion of definitive remedies.
Comrades in the Executive Committee of the Municipal Party Committee, Secretary of the Party Committee, heads of localities, agencies and units shall develop personal plans and should be exemplary to conduct Ho Chi Minh’s thought, morality and style for cadres, party members and the masses to follow. At the end of the year, these comrades shall report the results to the Standing Committee of the Party Committee, the personnel committee, the party union, the leaders of the agency and the branch where they work.
Party committees at all levels, Party organizations, mass organizations, localities, agencies and units shall guide cadres, party members, civil servants, public employees, union members and members to develop personal plans and voluntarily follow Ho Chi Minh’s thought, morality and style. At the end of the year, the results must be reported to the respective party committees, branches, agencies and units together with the implementation plan for the next year. The results of studying and following Ho Chi Minh’s thought, morality and style shall be considered one of the annual evaluation criteria for party members and cadres.
