Determining that reading culture plays an important role in building a cultural life at the grassroots level, contributing to building a learning society, building elegant and civilized Hanoians, over the years, Ung Hoa district has implemented many measures to preserve and promote the reading culture in the community: organizing a Book and Reading Culture Festival; children’s contest to propagate and introduce summer books; coordinating with the City Library to organize a mobile library; mobilizing People to actively build grassroots bookcases, etc.

Through the implementation of the reading movement, many models have appeared in the area and attracted a large number of people from all walks of life, especially the young generation, to participate, contribute to raising people’s intellectual level, and build a beautiful culture in the residential community, typically the library of Dong Duong village, Tao Duong Van commune. The library is located in the communal house, has an area of 30m2 with 3,200 books, most of which are supported by the People. The library is open 3 days a week.

To facilitate readers in accessing books, searching and finding information, books are arranged scientifically, divided into fields: Science, technology, literature, history, geography, and psychology, physics, medicine, pharmacy, herbal medicine, etc. Every year, with the enthusiastic financial support of benefactors who are dedicated to maintaining the reading culture, the Village Library always adds new books as well as equipment: fans, lights, cabinets, tables, chairs, etc. to help to operate more efficiently. The people of Dong Duong village are proud of having a library that is always crowded with readers and proud that up to now, the reading movement has become a regular habit of most people. The library has contributed to limiting the situation of children participating in playing electronic games and playing unsafely. The knowledge from the book also helps each person in their daily work. This is a model that needs to be replicated in the locality.

2021 is the first year of implementing Program 06-Ctr/TU by the Hanoi Party Committee on “Developing culture, improving the quality of human resources, building elegant and civilized Hanoi people in the period 2021-2025, Ung Hoa district is continuing to implement Plan No. 67/KH-UBND on “Developing reading culture in Ung Hoa district by 2025, with orientation to 2030” with the following objectives: striving to build district library; upgrading and investing in the library system of schools, bookcases in villages and residential groups. Strengthening forms of accessing and using information and knowledge, especially improving the effectiveness of reading culture; striving to reach 80% of students at educational institutions using the school library system, grassroots bookcases regularly; encouraging the construction of private libraries, family libraries, and family bookcases in developing reading culture in the local community;  stepping up the propaganda, advocacy and guiding the People in the district to access and use information and knowledge, improve reading culture at grassroots bookcases, community learning centers, post offices; strive for 30% of people to have access to books, newspapers and documents; striving for each village, residential group to have 01 basic bookcase; striving for 30% of people to have the skills to receive and use information and knowledge through reading; striving for 50% of people who use libraries and bookcases to have the skills to receive and use information and knowledge through reading to serve study, work, research and entertainment, etc.

To achieve the above goals, the district will continue to promote information and communication activities to promote the development of reading culture; praise, reward and honor collectives and individuals that have made active and effective contributions to the development of reading culture. Invest in and improve the operational efficiency of the school library system, grassroots bookcases, and promote socialization in library activities. Building reading habits, equipping people with reading skills and methods: Organizing classes on reading skills and methods, thereby orienting and promoting healthy reading trends and tastes in school libraries school, basic bookcase; Advocating for building a reading culture in every family, clan, residential area, school, etc.
