On 10 March 2017, Hanoi People’s Committee issued Decision No. 1665/QĐ- UBND regarding issuance on public behavior principle in Hanoi city.

The principle comprises 4 chapters and 14 articles trending towards establishment of cultural standards with the aim to adjust wording, attitude, acts of individuals and organizations in public areas in Hanoi city, construction of a civilized and modern city with the aim to make contributions in maintenance and development of good cultural traditions of the city and the country, creating images of elegant and civilized Hanoians. Applicable scope covers pubic areas in Hanoi city. Applicable subjects of the principle include organizations, individuals working, living and learning within Hanoi city. As a special relic and the destination of local and international tourists, Van Mieu – Quoc Tu Giam has actively implemented the princile and put it into life practice.

Van Mieu was constructed in August 1070 (i.e the 2nd Divine Year) in the Ly Thanh Tong dynasty with setting up Chu Cong and Khong Tu statues. In 1076, Ly Nhan Tong established Quoc Tu Giam university which is the first one in Vietnam. Initially, the university is only entitled to chilren of King and mandarins (therefore, the university was titled “Quốc Tử”). From 1253, King Tran Thai Tong expanded Quoc Tu Giam University and adopted excellent children of residents.

From the establishment day up to now, Van Mieu – Quoc Tu Giam has become a pride of Hanoians in particularly and the country generally. Through many times of improvement and upgrading, Van Mieu – Quoc Tu Giam has been improved with 4 sides facing streets. Each item of the work presents the confidential and affection of Hanoi’s leaders and residents for traditional fondness for learning and the tradition of human culture of the country. With values, roles and significant impacts on creation and development of traditional culture, in any historical stages, Van Mieu – Quoc Tu Giam has a significant meaning to Hanoians particularly and residents in the entire country generally. This is also a scenic spot of local and foreign visitors and a noble quintessence which should be preserved for the next generations.

In order to improve tourism cultural environment and make the national special relic Van Mieu – Quoc Tu Giam really become friendly and hospitably, the center for cultural and scientific activities has actively public behavior principles in the city, mentioning the kind request to tourists that they should not wear scanty clothes which are not suitable with traditional customs and habits and causing unsympathy (shocks, skirts…) when visiting Van Mieu – Quoc Tu Giam relic. This regulation took effect from 10 April 2017. In order to facilitate the implementation of this regulation, the unit implemented many works such as installation of regulation board; communication on websites, fanpage of units and especially giving guidance to tourist through tourism agencies on wearing suitable clothes when entering the relic. With those who wear unsuitalbe clothes, the unit will provide overcoat for tourists for the purpose of sightseeing, trending towards construction of a civilized and polite sightseeing environment. It is learnt that the overcoat of Van Mieu – Quoc Tu Giam is grey and printed with the logo of the Center for Van Mieu – Quoc Tu Giam cultural and scientific activities, half-way sleeve. The overcoats will be provided to the tourists who wear clothes unsuitably when entering places of worship such as Dai Thanh temple, House at the back. Therefore, overcoats will not be provided at the main gate but near the places of worship. It is expected to implement the pilot test in June 2017.

Giving clothes for tourists to wear during their sightseeing was piloted at Ngoc Son temple, Hoa Lo Prison has been welcomed by residents and tourists. This is not only the brand-aid solution to restrict unsuitable wearing, trending towards cultural construction at solemn places. The center for Van Mieu – Quoc Tu Giam Cultural and Scientific Activities hopes that after the Code of Public Behavior is implemented at Van Mieu – Quoc Tu Giam relic, the number of tourists who wear unsuitable clothes or dresses when entering the relic will be reduced and it is time to implement this work.
