To affirm the profound historical significance of the victory of “Dien Bien Phu in the air” which contributed greatly to our nation’s final victory in the anti-American resistance war, Hanoi has set up visual indoctrination programs to educate on and promote patriotism and the spirit of self-reliance to encourage people to follow the patriotic emulation movements with an aim to successfully implement the resolution of the 12th National Assembly as well as the resolution of the City’s 16th Party Committee.

The indoctrination programs will focus on the following tasks: Educating about the nation’s traditions; honoring merits of intelligence, bravery, and willpower of our nation, army, and officers, as well of soldiers of the Air Defense and Air Force service and the troops and people of the capital city and other provinces and cities in the North; and encouraging the Party, the people, and the army to successfully complete the two strategic tasks of building and defending the Socialist Republic of Vietnam.
Indoctrination programs in celebration of the 45th anniversary of the victory of “Dien Bien Phu in the air” in Hanoi, especially those deployed by the ministries, departments, and other localities throughout the country;
The indoctrination programs will also focus on the historical significance and lessons learned from the victory of “Dien Bien Phu in the air” which have been adopted creatively to the cause of construction and defense of the country and the capital city, the important achievements after over 30 years of renovation, the support of and activities held by international friends in celebration of this historic victory, and our people’s gratitude for the support of international friends in our struggle for national liberation and unification.
The indoctrination programs will help foster patriotic and revolutionary sentiments and promote the adoption of historic lessons to the course of building, developing, and defending the capital city and the country, as well as affirm the correctness of the policy of people’s war and people’s defense posture under the leadership of the Party and Uncle Ho. The indoctrination programs also aim at building trust and increasing the responsibility of Hanoi’s officials, soldiers, and citizens in the renovation of the capital and the country as well as in building and defending the Socialist Republic of Vietnam.
As the standing unit in charge of the coordination with the departments, branches, units, organizations, and People’s Committees of the districts and town, Hanoi Department of Culture and Sports has developed plans to organize cultural events, art programs, decorations, indoctrination programs, exhibitions, and visual promotional programs in celebration of the 45th anniversary of the victory of “Dien Bien Phu in the air” as detailed in the following tasks: Writing newsletters on Hanoi’s culture in celebration of the anniversary; collecting, composing, and designing samples of indoctrination banners and slogans for synchronous deployment at all levels; organizing various forms of visual indoctrination programs in the center areas and main roads of the city, e.g. installing large decorative panels and two-sided panels along separating strips; decorating headquarters buildings of Hanoi Party Committee, Hanoi People’s Council, Hanoi People’s Committee, and Exhibition Houses on No. 45 Trang Tien and 93 Dinh Tien Hoang; hanging national flag, Party flag, and red flag on the poles in front of King Ly Thai To park, headquarters building of Hanoi People’s Committee, and building of the State Bank of Vietnam; setting up 2 clusters of models and symbols; hanging 2,000 banners along the roads; organizing thematic exhibitions of paintings and photos; designing promotional banners and making festive decorations in the outside and in the hall where the celebration of the 45th anniversary of the victory of “Dien Bien Phu in the air” takes place, and so on.
At the localities, the Offices of Culture and Information and Centers for Culture, Information and Sport of the districts and town will base on the plan set out by the municipal authorities to advise the corresponding People’s Committees on the establishment of development plans in each locality. Based on the contents and patterns of promotion approved by the municipal authorities, the units shall carry out visual decorations at the center areas, main roads, headquarters buildings of State authorities, agencies, enterprises, schools, public cultural places, and other public places. The local broadcasting stations shall increase news coverage on the topic of the 45th anniversary of the victory of “Dien Bien Phu in the air”. The units shall also organize galleries of paintings and photos on the topic of celebration of the 45th anniversary of the victory of “Dien Bien Phu in the air”. The mobile indoctrination teams shall organize speaking sessions and hold art performances to serve the local people.
