Hanoi city started piloting the Family Code of Conduct according to the plan by the Ministry of Culture, Sports and Tourism in 2019, after more than 2 years of implementation, in 02 residential areas that were piloted; the effect was clearly seen for households participating in the implementation, as well as for all strata of society through communication.
The Family Code of Conduct has been piloted by 300 households in Khuong Trung ward, Thanh Xuan district and 300 households in Phu Cuong commune, Ba Vi district. The total number of 600 households with the number of 1-generation households is 19, the number of 2-generation households is the majority with 384, the number of households with 3 generations or more is 197.
Households in Phu Cuong commune, Ba Vi district signed a commitment to implement the Family Code of Conduct.
In the pilot area, in addition to the implementation of the contents and messages of the Family Code of Conduct, representatives of households registered for the pilot signed a commitment to implement the Family Code of Conduct. In the pilot areas, the Hanoi Department of Culture and Sports has guided the implementation of visual propaganda and promotion activities on the Family Code of Conduct as guided by the Ministry of Culture, Sports and Tourism such as: distributing leaflets, hanging banners and posters at crowded places, reception offices, medical stations, schools, and main traffic axes.
Radio activities in communes and wards are interested, broadcasting hundreds of news and propaganda articles about the content of education on morality and lifestyle in Vietnamese families, propaganda about the Party’s guidelines and policies, the State’s laws on the family, education on morality, lifestyle, and behavioral skills in the family; disseminate the Law on Domestic Violence Prevention and Control, the Law on Gender Equality, the Law on Marriage and Family, etc. in the pilot area.
The Department of Culture and Sports has developed scenarios and organized 08 thematic activities in two pilot areas according to topics corresponding to the Family Code of Conduct. Each activity topic mobilizes appropriate target groups, communication messages to promote effective propaganda impacting the right psychology, age, needs and interests of the audience.
Propaganda content adheres to the Code, provide family behavior skills to build a happy family; good traditional moral values in the family; loyalty, filial piety, love, sharing… among family members; legal policies stipulating the rights, obligations and responsibilities of families and family members; criticize violations of the Law on Marriage and Family, the Law on Prevention and Control of Domestic Violence, the Law on Gender Equality, the Law on Children, the Law on the Elderly and other relevant documents.
The implementation of the Criteria has also received close attention and coordination between agencies and units, especially the Women’s Union at all levels, integrating the contents of the Family Code of Conduct in the activities of the Women’s Union, promote the propagation of moral education, family lifestyle and prevention of domestic violence against members.
Information and communication about the Code have been focused on, in many rich, specific and practical forms, suitable for target groups and ages, creating a strong change in awareness, raising awareness of the responsibility of all levels, families and communities for family affairs, moral education and lifestyle in the family. The people in the pilot area basically understood the content, meaning and purpose of implementing the standards of conduct in the family and committed to doing so, thereby contributing to a change of consciousness, actions and behaviors among family members, contributing to reducing domestic violence, repelling social evils, building and maintaining sustainable happiness of each family towards stability and civilization for the whole society.
It can be seen that the diversity and richness in the implementation of the Family Code of Conduct have brought an important point, that is, each participant is more conscious of keeping happiness in their family. They are more aware of how to behave in the family. In addition to 02 locations selected for pilot by the Ministry of Culture, Sports and Tourism, in 2020, Hanoi has also actively piloted at 05 other locations under the guidance of the Ministry of Culture, Sports and Tourism with the local budget.
Through the pilot implementation of the Family Code of Conduct, the state management of the family has received more attention from local authorities at all levels, operated more effectively, and has undergone a positive transformation of awareness among cadres, party members and all classes of people. The families actively followed the instructions of the staff in charge of family affairs at the grassroots. The results of the pilot implementation of the Code of Conduct in 2019-2020 create an important premise for the implementation in the following years, towards the official implementation of the Code nationwide.
