Right from the beginning of 2022, based on assigned tasks, the Cluster units have actively developed plans, registered emulation targets and launched emulation movements in the whole industry as well as successfully completed the political tasks, cultural, sports and family targets assigned by the Ministry of Culture, Sports and Tourism and the City People’s Committee in 2022. Besides they have well implemented the emulation agreement contents in 2022 of the Emulation Cluster of Culture, Sports and Tourism in 05 cities under the Central Government.
Delegates to the Conference
Departments in the cluster regularly maintained coordination, enhanced information exchange, and learnt from experience in state management in all areas of the sector in order to improve the management implementation efficiency and meet the needs of the local government requirements and development tasks in the new period. In October 2022, the Ho Chi Minh City Department of Culture and Sports and the Hanoi Department of Culture and Sports had a working program on surveying and learning experiences in implementing cultural heritage activities; From November 22, 2022 to November 26, 2022, Hanoi city develops a plan to organize learning experiences in the development of human resource culture in Ho Chi Minh City and Lam Dong province; Units in the cluster also regularly send sports delegations to participate in exchanges and training between units, etc.
The Departments in the Emulation Cluster continuously strived to maintain the title of “The Party Committee has successfully completed the task”. The Party Committees of the Departments regularly organized to promptly grasp the Directives, Resolutions and Conclusions of the Politburo and the Central Executive Committee to all Party officials and members. On that basis, the Party committees of the Departments have focused on leading, organizing and implementing effectively all aspects of work in recent years. In addition, they also strictly implemented the Labor Code, the Law on Cadres and Public Employees, and the Law on Official Employees; ensured legitimate interests and took care of the material and spiritual life of public servants, public employees and employees. 100% of civil servants, public employees and official employees well implemented the Party’s guidelines and instructions, the State’s laws and policies, the internal rules and regulations of the Department.
In 2022, the Departments in the Emulation Cluster closely followed assigned political tasks, realized the “dual” goal of preventing and fighting the epidemic, while recovering and developing the economy, focusing on advising and directing the implement, organizing and performing well the tasks and plans of the sector in each city to ensure the requirements set forth.
The Conference Overview
The activities of the Departments in the Emulation Cluster have prospered: Successfully organizing many big events, contributing to attracting tourists to visit and travel, especially the successful organization of the Southeast Asian Games The 31st SEA Games (SEA Games 31) was held mainly in Hanoi, Hai Phong and a number of provinces with the program of the opening ceremony being held solemnly and majestically, with special art performances, imbued with ethnic groups. The thnicity combined with technological effects brought beautiful images of Vietnamese culture, traditions and people, honoring the cultural identity of the community of Southeast Asian countries.
The cultural and artistic activities were actively organized to serve the people and tourists well and fulfill political and cultural heritage value conservation tasks. The mass sports movement was widely organized, and high-achieving sports continued to receive attention and focus on investment. The inspection and examination work had been strengthened, promptly reminded, corrected and sanctioned the violating establishments, ensuring that cultural, sports and tourism activities develop healthily and in the right direction as well as gradually to meet the requirements of the city’s cultural and sports development in the new period…

The work of socializing festival activities, organizing sports tournaments, etc. has been well promoted by the Departments and effectively exploited social resources to participate in the implementation of the political tasks of the industry and create conditions for the sport development.
Regarding emulation work, the Departments in the Cluster organized to launch appropriate and practical emulation movements, closely following political tasks, key tasks and targets as well as plans set by the People Committee of Hanoi City and the Ministry of Culture, Sports and Tourism assigned. Organizational forms of emulation movements are increasingly rich, diverse and practical; focus on discovering, selecting, building and fostering typical and outstanding collectives and individuals from emulation movements, examples with excellent achievements in patriotic emulation movements in each field. Improve the quality of commendation, implement openly and democratically in commenting and commendation, increase the rate of reward for civil servants, public employees and employees directly performing tasks, etc
Along with that, the Departments well implemented the objectives of the Cultural Development Strategy to 2030, in which, effectively implemented the Plan to implement the movement “All people unite to build a cultural life” in the period 2021 – 2025. Focus on strong innovation and effective development of physical training and sports activities, implement the Strategy on development of Vietnam’s physical education and sports in the new period; promote physical education and mass sports activities, improve the results of high-achievement sports in the international arena.
Besides the achievements, the activities of the Departments in the cluster still have some difficulties and limitations such as: Cultural and artistic activities have developed, the industry’s facilities have received attention and investment but have not been fully invested and developed commensurate with the economy and the benefiting needs of the people; the ability to invest in and embellish monuments has been enhanced but has not yet met urgent practical needs; Traditional theatrical activities (hat boi, cai luong, tuong…) have to face many challenges, lack of facilities for coaching and training high-achieving athletes, and training and coaching work. Talented coaches and young athletes are still struggling; there is still a lack of specific tourism products… State management in cultural and physical training activities is sometimes not really tight, lacking in depth and drastic. There are many violations in some areas of activity such as outdoor advertising, art performance and so on. Currently, the arrangement and renovation of the organization and operation of public non-business units as well as the downsizing of the staff are still facing many difficulties, which greatly affects the thoughts and feelings of civil servants and employees. Organizations, employees, more or less also affect the activities of the industry. For emulation and commendation work: The emulation movement has not developed evenly and continuously. Some emulation movements are still formal, the content of emulation criteria is not realistic, specific and not really effective, not really promoting and creating strong motivation for employees. Along with that, the replication of emulation movements and advanced examples has not yet been focused.
In the coming time, on the basis of evaluating the achieved results, draw lessons from experience; Based on the key tasks, goals and development plans of the culture, sports and tourism sector in 2023 and the period of 2020-2025, the Departments in the Culture, Sports and Tourism Industry Emulation Cluster in 05 Cities directly under the Central Government will focus on organizing the implementation of the objectives and tasks for the local culture, sports and tourism and the socio-economic development tasks, in which focus on:
Strengthening the work of advising and organizing the implementation of the Government’s Action Programs to carry out the Resolutions and Conclusions of the Central Committee and the Politburo; concretizing the guiding documents of the central government and the city on tasks and solutions for socio-economic development in 2023 and the period of 2021 – 2025 and on the development of the fields of culture, family and physical training, sports and tourism. Striving to well fulfill socio-economic development targets and aims in 2023.
Strengthening the leadership of Party committees at all levels, promoting the role of State management and administration in the fields of culture, sports and tourism. Boosting inspection and examination in order to prevent, correct and promptly settle and handle violations in the field of management, especially advertising and performing arts and business activities, cultural services, sports and tourism; on heritage, scenic spots, festivals. The Departments promote propaganda, advertising, calling and mobilizing the implementation of socialization activities, taking advantage of investment resources for development. Efficiently use state budget resources, conduct self-inspection and check the practice of thrift and anti-waste.
Focus on leading, directing, thoroughly grasping and promptly and effectively implementing the Party’s resolutions, guidelines and directions, especially the “Promoting learning and following Ho Chi Minh’s ideology, morality and style” in the spirit of Directive 05-CT/TW of the Politburo (term XII) in association with the implementation of the Resolution of the 4th Central Committee (term XII) on strengthening Party building and rectification; preventing and reversing the deterioration of political ideology, morality, lifestyle, and internal “self-evolution” and “self-transformation” manifestations.
Promoting the movement of emulating good labor, creative labor and building exemplary models of cadres, civil servants and public employees in the whole Industry. Improving the activity quality of Party organizations and mass organizations; strictly implementing democracy regulations in agencies and units; strictly observing labor discipline, working regulations at agencies and units; actively participating in industry and social activities to constantly improve the material and spiritual life of officials, public servants, public employees and employees.
Improving the quality of emulation and commendation work, ensuring accuracy, timeliness, publicity and transparency in accordance with law; Emulation and commendation must closely follow the assigned political tasks, in a substantive and practical direction, avoiding overstatement and formality. At the Conference, the leaders of the Departments exchanged and discussed related issues in the field of culture and sports such as: Policy towards artists and heritage artisans; The management of public property; Specific mechanism in the arrangement of affiliated units; Promoting the emulation movement towards grassroots; Enhancing professional exchange between Cities, strengthening cooperation and developing cooperation programs between clusters; Finding out the strengths of each locality to advise the competent authorities to issue resolutions; Setting norms and unit prices for public services and handling public property; Issuing on ordering mechanism and specific mechanism for the cultural and sports sector, establishment of the Center for Entrepreneurship and Innovation for the cultural sector; Heritage management and digitization in the field of culture and sport; Issusing related to bidding in the field of advertising and mechanisms related to public investment to make it easier for the locality to implement. Speaking at the conference, Mr. Ta Quang Dong, Deputy Minister of Culture, Sports and Tourism praised the achievements that the culture, sports and tourism sectors have achieved in 5 central cities in 2022. He noted that the departments should base themselves on the development strategy of culture, sport and tourism; socio-economic development planning of each locality to carry out tasks. In the coming time, departments need to pay more attention to promoting cultural and sports institutions, especially those at the grassroots level. They should well implement the work of building a family, building a reading culture. In the field of physical training and sports, it is necessary to pay attention to the training and fostering of young athletes and high-achievement sports.
At the conference, the culture, sports and tourism sectors of 5 centrally-run cities have assessed, commented on emulation and commendation in 2022 and submitted them to the Ministry of Culture, Sports and Tourism for commendation, commendation and awarding of competition flags for units. At the conference, the units also agreed to elect the Ho Chi Minh City Department of Culture and Sports as the cluster leader, and the Da Nang Department of Culture and Sports as the deputy cluster unit in 2023.
