On October 17, the inspection team on the implementation of 2 codes of conduct (COC) in Hanoi city visited and worked in 2 districts of Long Bien and Tay Ho.
In Long Bien district, the Delegation conducted a physical inspection at the one-stop counters and the departments and divisions of the People’s Committee of Thach Ban Ward and the People’s Committee of Long Bien District. Receiving the delegation were Vice Chairwoman of Long Bien District People’s Committee Dinh Thi Thu Huong, leaders of departments and divisions under the district, and leaders of Thach Ban ward.

It is clearly stated in the report on implementation results of two Codes of Conduct of Long Bien District that after more than 5 years of implementing two Codes of Conduct of the City, cadres, civil servants, public staff and employees have made many positive changes in complying with regulations and rules of agencies and units on working time, scientific and effective arrangement and use of working time. Associating the implementation of the Codes of Conduct with administrative reform, and with the evaluation of the performance of cadres, civil servants and public staff has helped cadres and civil servants to raise their awareness of implementing the behavioral culture, strengthening the role of exemplary role of cadres and party members, creating a breakthrough in the observance of discipline by agencies in the political system, thereby spreading to the social community. The implementation of the Codes of Conduct helps to change people’s behavior; change mindsets and attitudes, strengthen civil service discipline of cadres, civil servants and public employees.
In addition, socio-political organizations have actively and seriously implemented the 2 COCs of the City; building many practical and effective models to integrate the implementation of the Codes of Conduct with emulation movements, and performance of key tasks of the Unions and Associations’ work.

Recognizing through the actual survey, the inspection team highly appreciated the model of “Friendly and close one-stop mechanism” in Thach Ban ward as well as the one-stop counters at the People’s Committee of Long Bien district. The one-stop counters here are equipped with very good facilities, bright, clean, and convenient for citizens to transact. Signboards are arranged synchronously under the common forms, the Board of COC is clearly displayed, and the space is airy with many trees. In particular, at the one-stop counter of Thach Ban ward, the bell button is arranged so that when people need assistance, they can press it to receive immediate help from professional officers. However, also at the headquarters of the People’s Committee of Thach Ban ward, the delegation suggested that the ward needs to display more boards of COC.

Speaking at the meeting, Vice Chairwoman of Long Bien District People’s Committee Dinh Thi Thu Huong also added: Currently, 14 out of 14 wards in Long Bien district are implementing the model of “Friendly and close one-stop mechanism”, the district is also drafting a set of criteria for a civilized, friendly and professional one-stop mechanism; At the same time, Long Bien district is also receiving the City’s new One-stop and interconnected one-door model. The District will take the framework of the City’s new One-stop model, and at the same time have more initiatives and creativity in implementation to increase people’s satisfaction.

In addition, to implement the Codes of Conduct, Long Bien District has also built many models and initiatives from mass organizations such as the Fatherland Front, Labor Confederation, Women’s Union, Youth Union… and all mass organizations have joint plans with the District People’s Committee. For many years now, the Education section of Long Bien district has implemented the model of “Bright, green, clean and beautiful schools”, followed by “Bright, green, clean, beautiful and civilized schools”. In 2022, the district deploys one more criterion that is “Happiness”. Along with that, the model of “Friendly toilets” has also been effectively implemented by the schools. Especially, in 2022, Long Bien district has deployed to replicate the implementation of the “Culture of bowing” which was previously implemented at Viet Hung Urban Secondary School and now the district has deployed to all kindergarten, primary and secondary school. “Crossing arms – smiling – bowing” is a nice communication culture that is being spread among students and teachers at schools in Long Bien district.

In the afternoon of the same day, the inspection team went to work with Tay Ho district and did a physical inspection at the one-stop counters, rooms and departments of the People’s Committee of Phu Thuong ward. Reporting at the meeting, Head of Culture and Information Office of Tay Ho District Chu Phung Le Giang said that in 2022, Tay Ho district has directed departments, agencies and units in the area to sign a commitment to implement the 02 codes of conduct to 100% of cadres, civil servants, public staff and employees. Continue to direct the People’s Committees of wards and functional departments of the district to review and add regulations of the codes of conduct in public places to the convention of residential groups and deploy to each household; supplement the provisions of 02 codes of conduct into the internal regulations of workplaces. The district has directed the Divisions of Education and Training to direct schools in the area to continue to integrate the content of the codes of conduct in public places into lessons of ethics, civic education, lessons on elegant and civilized lifestyle Hanoi people, life skills, contributing to the construction of “Cultural Schools – Exemplary Teachers – Elegant Students”; integrated into campaigns so that each teacher is a moral example, promoting the movement of building “Friendly schools – active students”…
The district has also effectively implemented two models of implementation of the 02 Codes of Conduct such as: One-stop and interconnected one-stop models to handle administrative procedures in a civilized, friendly and professional manner; Cultural apartment building model with polite behavior and respect for common space; Green workplace model which is neat and tidy; Model of guiding people to obey the Traffic Law, being friendly and yielding when there is a collision on the road; Model of residential groups with no social evils but a green, clean and beautiful environment; Model of building friendly schools, saying good words, doing good deeds, and having beautiful landscape; Propaganda model for small traders to communicate in a friendly manner when trading goods, listing prices, product origins, and not using harmful chemicals; and Model of convoys for mobile propaganda on cultural behavior, environmental sanitation, and traffic compliance.
Along with that, Tay Ho district also proposed to the Department of Culture and Sports to organize the implementation of the design and issue of unified maquette templates for visual propaganda and promotion of the contents of the 02 COCs in the city to make more effective propaganda.

On behalf of the Inspection Delegation, Head of Cultural and Family Lifestyle Building Division Bui Minh Hoang suggested that Tay Ho District continue to more drastically implement the 2 Codes of Conduct, directing each cadre, civil servant, and public staff, employee, party member, association member and union member in the district, creating a wide spread of daily behavior at agencies and public places, contributing to building the image of elegant and civilized Hanoi people associated with district emulation movements.
