A panorama view of the conference
The conference was attended by representatives of leaders of units in Emulation 7, including: Labor – Invalids and Social Affairs, Information and Communication, Education and Training, Health, Tourism, Culture and Sports, Department of Science and Technology. The head of the Cluster is the Department of Information and Communications, the deputy is the Department of Education and Training.
From the beginning of 2022, Emulation Cluster No. 7 held a conference on emulation and commendation in 2022 in order to unify the contents of the Cluster’s activities in the year, accordingly, the Cluster issued its emulation and commendation work plan; deciding to issue a Regulation on the organization of activities and principles of emulation review of Emulation Cluster No. 7 in 2022; Signing the Emulation Treaty of 2022 of 7 units in the Cluster with the key tasks assigned by the City and associated with the 2022 work theme of the City “Discipline, responsibility, action, creativity and development“. Implementing the regulations on Emulation and Reward of Emulation Cluster No. 7, the units in the Cluster have maintained the information and reporting regime in accordance with the regulations of the Cluster and the City Emulation and Reward Committee, and fully and actively participating in emulation movements proposed by the Cluster.
Along with the overall activities of the Cluster, each unit in the Cluster has proactively developed emulation and reward work plans; launching the emulation movement of the unit with the goal of successfully implementing the mission targets of the sector in 2022; establishing the actual achievements to celebrate major events and celebrations of the capital and the country; Developing a Plan to organize the implementation of emulation movements according to the City’s Plan: emulation movement “Promoting administrative reform”; the Capital Initiative movement; Food safety movement; New rural construction movement; Capital enterprise movement integrating and developing, along with many documents guiding the emulation and reward work of the sector.
In addition to the emulation movements launched by the City, on the basis of their assigned functions and tasks, the units in the Cluster have launched and promoted thematic emulation movements in the fields of the sector such as the emulation movement “Good teaching, good learning”, “Innovation, creativity in teaching and learning” of the education and training sector of the capital, etc.; emulation movement “Innovating the style and service attitude of health workers, towards the satisfaction of the patients” of the Health Sector; movement “The whole people practice fitness following the example of the great Uncle Ho” of the Cultural and Sports Sector, UPU international letter writing contest of the Information and Communication Sector, etc. Thematic emulation movements are implemented deeply and extensively in each field. Thanks to them, there are many collectives and individuals with outstanding achievements that are commended and rewarded by the Directors of the Departments to motivate officials, civil servants, and employees to strive to perform well the assigned political tasks.
Through patriotic emulation movements, many collectives and individuals with outstanding achievements in emulation movements are rewarded in time. Through the writing contest on advanced role models, “good people, good deeds”, many advanced role models were discovered, praised and replicated, spreading widely, contributing to a positive impact in promoting the successful implementation of political tasks of each unit.
However, in addition to the achieved results, the Cluster’s 2022 emulation and reward work still has some limitations: Due to the characteristics of some units, the proposal of “elite capital citizens”; extraordinary rewards are still limited. The organization of emulation movements in some agencies and units is not regular, still formal and not very effective. The registration and implementation of thematic emulation, building models is still confusing.
Promoting the achieved results of the patriotic emulation movement in 2022, in order to contribute to the successful implementation of the objectives and tasks of socio-economic development in 2023, creating a solid momentum for the successful implementation of the 5-year socio-economic development plan (2021 – 2026), Emulation cluster No. 7 determines: In 2023, the units in the cluster will proactively develop programs and plans of the sector, promoting solutions determined to strive for the successful implementation of socio-economic development targets in 2023; establishing the achievement of celebrating the major holidays of the capital and the country, continuing to promote the central and city’s key emulation movements and specialized emulation movements of each field, “Continue to renovate emulation and commendation work“, in which outlines the responsibilities of committees and party organizations in directing the organization of emulation movements to ensure practicality and efficiency; stepping up the propaganda, discovery and fostering of the replication of advanced examples, continuing to implement the “Study and follow Ho Chi Minh’s thought, morality and style” in the spirit of Directive 05-CT/TW of the Politburo; Strengthening the reception and handling of letters, complaints and denunciations; promoting the prevention and fight against corruption, practicing thrift and fighting waste; Promoting the activities of the Emulation Cluster; strengthening coordination in the implementation of tasks among the units in the Cluster, contributing to the successful implementation of the political tasks of each unit in the Cluster in particular and the political tasks of socio-economic development in general of Hanoi.
Transferring the Head of Emulation Cluster No. 7
At the conference, the units discussed and conducted the review and recommendation of emulation title in 2022 for the units in the cluster. Specifically, the Prime Minister’s Flag was proposed to the Department of Education and Training; the City People’s Committee’s Flag was proposed to 4 units: Department of Labor, Invalids and Social Affairs, Department of Health, Department of Information and Communications, Department of Science and Technology; and the City People’s Committee’s Certificate of Merit was proposed to the Department of Tourism, Department of Culture and Sports. The units in the cluster also agreed to elect the Department of Education and Training as the chief cluster unit, the Department of Health as the deputy cluster of Emulation 7 in 2023.
Awarded “Hanoi Children’s Sponsorship Fund”
Also on this occasion, implementing the policy of the City People’s Committee on supporting resources to care for children in difficult circumstances to have more resources to implement activities to support children in difficult circumstances, Emulation cluster No. 7 has participated in supporting the Hanoi Children’s Protection Fund with the amount of 592 million 789 thousand dong, in which, civil servants, employees, workers in the Culture and Sports sector participated in the fund raising with the amount of 54 million 150 thousand dong.
