In the morning of December 14, the survey delegation of Hanoi National Assembly Delegation and Hanoi Department of Culture and Sports held a meeting on the implementation of policies and legislation on ensuring effective public service of cultural institutions, especially cultural institutions in communes, wards, and towns of Hanoi from 2013 to 2017.

According to Mr. Truong Minh Tien, Deputy Director of Hanoi Department of Culture and Sports, up to date, the city has had 23 city-level cultural institutions. 30 out of 30 districts and town have established their cultural, information, and sports centers. Ung Hoa, Chuong My, and Quoc Oai districts have sports centers but have not established cultural centers. Nam Tu Liem District has started building its cultural, information, and sports center. 112 out of 584 communes, wards, and towns have cultural and sport centers. 2,152 out of 2,528 villages have cultural houses. At present, 252 out of 386 communes of the city have been recognized as meeting new rural area standard, 100% of which have been recognized as having a system of cultural houses and sports grounds. 1,727 out of 5,452 residential quarters have cultural houses and community sites. Due to difficulties in allocating land in urban districts, many residential quarters have to share a cultural house. Community sites only provide meeting spaces without any auxiliary works.
Almost all cultural and sport institutions at city and district levels fully meet the pre-defined criteria. The rate of fulfillment of criteria at commune and ward level is low at only 19.2% (112 out of 584 communes and wards) while higher, at 85.1%, at village level. However, the rate of fulfillment of the Ministry’s criteria of cultural centers at commune, ward level and cultural houses at village level is still low with many degraded works not being renovated.

According to the members of the survey delegation, the system of local cultural institutions of the city has only met part of practical requirements with low efficiency. Not many cultural works, sports facilities, and entertainment areas matching the living standards of the people. State budget for culture and sports is still low. The mobilization of other sources of investment for culture and sport is still limited due to the lack of specificity and practicality of incentive policies.
At the meeting, Mrs. Bui Huyen Mai, Vice head of Hanoi National Assembly Delegation, Head of the survey delegation, asked the Department of Culture and Sports to study closely and specifically to promote the practical use of local cultural institutions, aiming at establishing electronic residential quarters to, in coordination with other authorities, develop local cultural institutions. She was also of the opinion that the Department of Culture and Sports should study and promote the values of the city’s cultural institutions. “Localities that are good examples of cultural work shall cooperate with those good at tourism and travel companies to promote cultural values of the capital city”, she emphasized.
