After 3 weeks of implementing social distancing under the Prime Minister’s Directive No.16/CT-TTg on March 31, 2020, outbreaks have been detected and promptly handled nation-wide; infection rate among the community has been controlled and limited; most of the infected people have been successfully cured; and there have been no deaths so far. However, the epidemic continues to be complicated with the high risk of outbreaks, adversely affecting the socio-economic conditions and people’s life.
In order to effectively take measures to prevent and control the epidemic, while restarting and continuing developing the economy, and ensuring social security and stability, the Prime Minister requests:
The Ministries, ministerial-level agencies, government-attached agencies, People’s Committees of provinces and cities directly under the Central Government to continue to thoroughly and strictly comply with the views, principles and guidelines:
Remaining the consistency in awareness and action; thoroughly following the motto “fighting against the epidemic like fighting against enemy”; mobilizing the participation of the political system and all people; promoting discipline, rule and responsibility of the leaders; strictly implement epidemic prevention and control measures under the direction of the Politburo, the Secretariat, the National Assembly, the Government and the Prime Minister. At the same time, it is necessary to continue to carry out production and business and create jobs under the specific management of the Chairman of the People’s Committee of provinces and cities directly under the Central Government under the specific conditions
Cadres, party members, public servants and officials must be exemplary and take the lead in implementing measures to prevent and control the epidemic.
Consistently implementing the principles of epidemic prevention and control: preventing, detecting, quarantining, zoning and suppressing outbreak; at the same time: making reasonable effort in treating, minimizing the mortality rate, following the motto “4 in place”, absolutely not being negligent and subjective.
Loosening restrictive measures to serve the prevention and control of the epidemic that have been carried out in line with the epidemic developments; restoring socio-economic activities while ensuring the pandemic is effectively controlled , especially in Hanoi City, Ho Chi Minh City and major cities.

Ministries, agencies concerned, People’s Committees of provinces and cities directly under the Central Government continue directing the implementation of the following measures:
People must often wash their hands with soap or disinfectant solution; wear a mask when going out; keep a safe distance when interacting; do not gather in public places, outside the offices, schools, hospitals;
Continue to stop holding festivals, religious ceremonies, sports leagues, and events where many people may gather in public places like stadiums, and unnecessary large events.
Temporarily close non-essential service businesses (amusement parks, entertainment centers, beauty spa, karaoke, massage parlors, bars, dancing halls, etc.) and other service-providing establishments as determined or directed by the Chairman of the People’s Committee of provinces or cities directly under the Central Government.
Services and trade establishments (wholesale, retail sale, lottery, hotels, accommodation establishments, restaurants, bars, etc.) except for the establishments mentioned in Point c, Section 2 above, sports practice areas, relics, landscapes are operated again, provided that measures are taken to ensure safety against the epidemic, such as: providing staff with protective equipment, measuring body temperature of visitors; arranging adequate means and supplies for washing hands and disinfecting at the establishment, and ensuring minimum distance while communicating.
Recreational businesses continue to close
The operation of inter-provincial and inner-provincial public passenger transport has been resumed, but measures must be taken to ensure safety against the epidemic under the guidance of the Ministry of Transport, for example, passengers and drivers must wear masks and fully equip means, soap, disinfectant solution for passengers.
Particularly for transporting passengers by air, specific measures must be applied to ensure safety for passengers and prevent the spread of the epidemic.
It is also necessary to reduce the number of students in a classroom, ensure the appropriate distance between them, arrange different class time, lunch time, and group activities to ensure there is no crowd; to implement classroom disinfection and cleaning; to conduct online learning and implement preventive measures for students.
Factories and production facilities continue to operate and must apply measures to prevent and control the epidemic for workers and laborers.
The heads of agencies, units, organizations and establishments are responsible for formulating working plans for their agencies, units, organizations and establishments in an appropriate manner to ensure safety for officials and employees; not organizing unnecessary meetings and conferences, not delaying works, especially for jobs with time limits and statute of limitations as prescribed by law, and public services serving people and businesses.
The necessary events for political, economic and social purposes must be decided by the Party committees, local authorities, provided that measures are taken to prevent and control the infections such as wearing masks, disinfecting hands, ensuring appropriate distance, carrying out health supervision, not organizing parties or celebrations.
The Chairmen of the People’s Committee of provinces or cities directly under the Central Government shall, in addition to directing the implementation of the above-mentioned measures, take responsibility for organizing the implementation of anti-epidemic measures corresponding to the risk levels, ensuring that:
Provinces and cities directly under the Central Government, and areas at high risk continue to strictly implement epidemic control measures under the Prime Minister’s Directive No.16 /CT-TTg on March 31, 2020.
Provinces and cities directly under the Central Government at risk: Recommend people not to leave their houses if not necessary and take measures to prevent and control the epidemic; Do not gather more than 20 people in public places, outside the workplace, schools, and hospitals; keep a minimum distance of 01m when contacting.
Provinces and cities directly under the Central Government at low risk: Propagate, mobilize people not to leave their house if not necessary and implement measures to prevent and control the epidemic; Do not gather more than 30 people in public places, outside the workplace, schools, and hospitals; keep a minimum distance of 01m when contacting.
Chairmen of relevant People’s Committees of provinces and cities directly under the Central Government shall determine the scope of high-risk areas in their localities and direct the strict implementation of epidemic prevention and control measures according to the Directive No.16 /CT-TTg on March 31, 2020 of the Prime Minister.
