Identifying an important role and significance of cultural heritage in the construction and development of cultural life, as well as local socio-economic development, Ha Dong district has strengthened management, preservation and promotion of cultural heritage values, serving the people’s enjoyment needs.
Currently, there are 142 relics in the district, of which 92 have been ranked, including 51 national-level relics (of which, 01 one is prepared to be ranked as a special national relic), and 41 provincial/municipal level relics. In addition, 16 more places and works have been recognized by the Municipal People’s Committee as places of revolutionary resistance, historical souvenir, celebrity souvenir etc. In the district there are 48 traditional folk festivals imbued with the culture of villages in the Northern Delta, 3 traditional craft villages including Van Phuc silk village, Da Sy forging village and Thuong Mao carpentry village, 2 Ca Tru clubs still active in Ha Cau and Yen Nghia wards etc.

Over the years, Ha Dong district has always actively coordinated with the Department of Culture and Sports and the Management Board of Hanoi Monuments and Landscapes to direct the People’s Committees of the wards to review and control the historical heritages in these wards, making a list for monitoring and management. For degraded relics, the District People’s Committee directs functional departments to coordinate with wards to inspect, synthesize, develop plans, obtain guidelines and agreements from competent authorities for investment and repair of historical sites according to regulations. Since 2012, the district has 8 ranked relics, nearly 50 degraded relics that have been invested and restored (of which about 40 works are ranked relics). Records of these embellished relics have been well maintained, most of the original elements constituting the relic are preserved, the construction follows technique and beauty in the design and construction agreement on renovation and embellishment by the competent authorities. Priority is also given to the protection and defence against the encroachment of relics by the district, so in recent years, illegal construction works at the relics have been timely detected and dismantled. For intangible cultural heritages, the district guides the People’s Committees of wards to review, inventory and list intangible cultural heritages in these wards, considering them as the precious cultural heritages that need to be preserved and promoted. With 48 traditional festivals, every year, the district delivers a letter directing the People’s Committees of wards to prepare festival plans and programs, how to maintain security and order, how to ensure food hygiene and safety etc. to well serve the people’s demand for freedom of religion. Before, during and after the festival, the district always establishes inspection teams at festival sites to detect, guide and promptly correct violations that may occur. In 2020 and 2021, festivals have not been held due to the complicated development of the COVID-19 epidemic.

Ha Dong District also pay attention to developing famous traditional craft villages in combination with tourism, investment funds for promotion and introduction of craft villages to domestic and foreign tourists, focusing on improving the quality of services for tourism development such as the development of Van Phuc silk village, Da Sy forging village, La Khe silk village, Thuong Mao carpentry village etc. The task “Detailed planning for conservation and development of traditional craft villages combined with tourism in Van Phuc silk village” has been approved by the Hanoi Municipal People’s Committee for Van Phuc silk village, Da Sy forging village and Thuong Mao carpentry village have also been invested for tradition preservation. Ca Tru singing is preserved and taught by the localities and individual artisans to the next generation.
In the coming time, Ha Dong district will intensify its direction for functional departments and wards to regularly inspect the management and use of cultural heritage, attach the responsibilities of all levels of government and mass organizations at the grassroots level in the protection and promotion of heritage values; continue to promote socialization in the conservation and promotion of heritage values; widely propagate and educate among the people to raise awareness and responsibility for heritage protection; actively promote spiritual heritage tourism, origin tourism, experience tourism etc based on exploiting cultural heritage values, contributing to local socio-economic development, building a healthy cultural environment in the community.
