For many years, Hai Ba Trung district has implemented the movement “All people unite to build cultural life” with many positive achievements. In particular, it has paid attention to building cultural titles of Cultural family, Cultural neighborhood group, Cultural unit, actively contributing to construction of elegant and civilized Hanoians and Hai Ba Trung people.

After defining the important role of building a cultural family, in 2021, the Steering Committee of the movement All people unite to build cultural life in Hai Ba Trung district closely followed the Government’s Decree No. 122/2018/ND-CP dated September 17, 2018 stipulating and defining that improvement of quality of construction of cultural families to make this title really come into play is an important premise for good implementation of contents of building cultural residential groups, cultural units, etc. The registration, review and recognition of the title of cultural family in 2021 in 18 wards in the district were carried out according to a strict process and on schedule, the registration rate reached 94.8% (75,839/79,975 households). Through the review, 70,005/79,930 households got the title of cultural family, reaching 88.2% (exceeding 0.2% of the target assigned by Hanoi and the district).

A bright spot in the construction of cultural families in Hai Ba Trung district in 2021 is the fact that the district is the pioneer in the city in implementing the “COVID-19 safe family” model. In implementing the Dispatch No. 19 dated August 21, 2021 of the Chairperson of Hanoi People’s Committee on strengthening measures to strictly implement social distancing throughout the city to prevent and control the COVID-19 epidemic, Hai Ba Trung District People’s Committee directed the People’s Committees of its 18 wards to ask 100% of their households to register and commit to the local government to implement “COVID-19 safe family”. Those People’s Committees actively implemented the same. The commitment consisted of 3 parties: leader of the residential group, leader of the ward People’s Committee and the representative of the household, it was short but easy to understand, easy to remember and easy to follow.
18 wards stepped up their communication, propaganda and advocacy so that their people and families understood the great significance of implementing “COVID-19 safe families” to raise a sense of responsibility for Covid-19 prevention and control, and also strengthened its communication to each household through the commitment and support when necessary: Via the phone numbers of their community COVID team, health care, Public Security, Fatherland Front Committee, etc. Some wards integrated their propaganda on punishment of administrative violations in the healthcare sector according to the Government’s Decree No. 117/2020/ND-CP dated September 28, 2020 for their people to understand and limit their violations. Thanks to good propaganda, after 3 days of implementation (August 21, 22, 23, 2021), 81,212/82,698 households in the whole district signed the commitments, reaching 98.2%. The implementation received high approval from the people. The households were well aware that it was a practical activity to protect their health and joined hands with frontline forces to repel COVID-19 as soon as possible, contributing to success of COVID-19 prevention and control in the whole district. The “COVID-19 safe family” model of Hai Ba Trung district was praised by the Standing Committee of the Hanoi Party Committee and proposed to the Party Committee and other local authorities in the city to learn and duplicate.
In construction of a cultural residential group, in 2021, the Movement Steering Committee of the district adjusted certain criteria for review and recognition of the title of “Cultural residential group” in accordance with the Government’s Decree No. 122/2018/ND-CP dated September 17, 2018. Over 90% of households well implemented regulations on civilized lifestyle in weddings and funerals. Every week, the people of the residential groups join the environment cleanup movement. By the end of 2021, the whole district had 210 cultural residential groups, reaching 79.8%, 4.8% higher than the target set by the City and the District.
To build a cultural unit, the District Labor Confederation organized implementation of a plan to build a “Cultural Unit” to 100% of grassroots trade unions in the area, and also a plan to further promote and improve quality of implementation of the Campaign “Build an industrial cultural lifestyle”. At the end of 2021, the District Board of Directors proposed to the District People’s Committee to recognize 05 collectives as “Cultural Standard Agency” and “Cultural Standard Enterprise” for the first time from 2020 to 2021.
In 2022, Hai Ba Trung district aims to further improve quality of cultural families with the rate of households being recognized as cultural families at 88.5%; the rate of residential groups recognized as cultural residential groups at 75.5%
