Accordingly, the content of the plan focuses on mastering awareness among leaders, departments, units, officials, civil servants and public employees of the Department about the meaning and nature of the PAPI, the benefits of the index to the leadership and management of the Department’s leaders. On the basis of analysis of results, scores, content indicators and component content, agencies and units clearly identify strengths, weaknesses, limitations, and shortcomings of each field, and specific measures, thereby proposing effective and breakthrough solutions to continue to improve and innovate the way of serving the people in 2022 and the following years.
Adhering to the content and tasks in the Plan No. 179/KH-UBND dated August 4, 2021 of the City People’s Committee on improving and enhancing the Provincial Public Administration Performance Index (PAPI) of Ha Noi City in the period of 2021 – 2025, based on the basis of analyzing the results of the PAPI in 2021, departments and units under the Department develop a plan for 2022 in which specific tasks are identified, and proactive in implementation and coordination among departments and units in advising and organizing the implementation to ensure progress, time and quality.
Application of information technology in administrative reform
Strengthening inspection and examination, focusing on unscheduled inspection, directing or recommending for overcoming shortcomings in specific deadlines, in which inspection and examination in parallel with professional guidance. Strengthening re-inspection of overcoming shortcomings for previously-inspected units, promptly correcting errors and omissions in task performance.
Implementing well the regime of communication, periodical reports according to the progress as required in the Annual Plan and ad hoc reports at the request of the City.
The improvement and enhancement of the PAPI aims to improve the quality of public service delivery and the efficiency of state management activities of the Department, contributing to the effective implementation of the City’s 2022 work discipline “Discipline, responsibility, action, creation, development” and the work object of the Ministry of Culture, Sports and Tourism “Building a grassroots cultural environment and staff organization”.
