Over the past time, agencies, units and departments has paid attention to the law enforcement on culture, sports and tourism and achieved some important results; contributing to the promotion of the national socio-economic development, the improvement of the effectiveness and efficiency of state management in the fields under the management of the sector.
However, facing the requirements of culture, sports and tourism development in the new situation, the organization of law enforcement has still had some limitations and shortcomings: Law enforcement conditions have not been guaranteed; the awareness on law compliance has been sometimes not strict, the handling of law violations is not implemented in timely manner, and the sanctions are not enough to deter.

In order to strengthen the organization of law enforcement on culture, sports and tourism, meeting the requirements and tasks, the Ministry of Culture, Sports and Tourism requested the heads of agencies and units which are subordinated to the Ministry, Directors of the Department of Culture, Sports and Tourism, Department of Culture, Information, Sports and Tourism, Department of Culture and Sports, Department of Tourism:
Raising the awareness on compliance with the Constitution and the laws in all professional and regular activities of agencies and units. Focusing on dissemination of laws on culture, sports and tourism, creating changes in awareness and desire to learn and comply with laws; considering this an important task and the first step in law enforcement.
Giving focus on the improved effectiveness and efficiency of law enforcement. Clearly defining the mechanism of assignment, responsibility for coordination among agencies, organizations and individuals, especially responsibilities of heads in the law enforcement. Strengthen monitoring and evaluating work for the law enforcement to propose effective enforcement solutions.
Contents which should be focused on in the law enforcement include: Developing an implementation plan; Organizing the implementation of policies and measures in legal documents; Disseminating legal documents; Providing trainings on legal documents; Receiving and handling complaints and recommendations of individuals and organizations; Ensuring facilities, budget, organizational apparatus and human resources for the implementation of legal documents; Monitoring and examining the implementation of legal documents; Reviewing and summarizing the implementation of legal documents; Summarizing the law enforcement situation and recommendation settlement.

Further strengthening the policy response capacity during law enforcement, especially in receipt and settlement of complaints and suggestions from residents and enterprises. Focusing on dialogues with residents and enterprises on problems during the implementation of policies and laws on culture, sports and tourism.
Proactively and timely reviewing legal documents on culture, sports and tourism in order to timely detect and handle conflicted or overlapped regulations which are illegal or no longer suitable with reality, hindering development.
Agencies, units and localities are responsible for summarizing the law enforcement situation in their assigned fields, bi-annually (before 31 May) and annually (before November 30) sending the summary to the Ministry of Culture, Sports and Tourism (via the Legal Department). In case of difficulties or problems, agencies, units and localities are requested to contact the Ministry (through the Legal Department) for guidance and support.
