On November 1, the City’s Interdisciplinary Inspection Team conducted assessments and final scoring for the Contest on Building and Maintaining “Bright, Green, Clean, Beautiful, and Safe Communes, Wards, and Towns” in Dong Anh, Hai Ba Trung, and Hoan Kiem districts.

At Dong Anh district, according to the district’s report, immediately after the City launched the contest, the District People’s Committee directed the implementation of the contest in conjunction with socio-economic development activities and events celebrating the 70th anniversary of the Capital’s Liberation Day (October 10, 1954 – October 10, 2024). They focused on raising awareness and responsibility of local authorities, promoting autonomy and self-discipline among agencies, units, households, and citizens in maintaining environmental landscapes and urban order. This effort aligns with building new rural areas, civilized urban areas, and developing elegant, civilized lifestyles of Hanoi citizens, contributing to building a bright, green, clean, beautiful, safe, and civilized capital to celebrate the 70th anniversary of the Capital’s Liberation Day.
The district continues to promote environmental protection movements, maintaining weekly general sanitation in residential areas and business units throughout the district. They advocate for proper waste collection in residential areas, business locations, stores, markets, and public spaces. Social-political organizations continue to replicate effective models and practices that raise public awareness and responsibility in complying with urban regulations, maintaining hygiene, and protecting the environment, gradually transforming the urban landscape and contributing to building Dong Anh district as “bright – green – clean – beautiful – safe.”

Notably, for communes selected to represent the district in the city-level contest, the District People’s Committee required them to develop specific plans and actively implement the contest’s criteria. The Party Standing Committee, People’s Council, and People’s Committee of three communes have given comprehensive attention and close direction to the organization. The three communes issued various documents such as Plans, Decisions to establish mobilization boards and sub-committees for contest participation. They regularly inspect and encourage villages to effectively implement and respond to the planned objectives. They created detailed task assignment charts for each member and unit involved in the contest, linking with the promotion of the “All People Unite to Build Cultural Life” movement while regularly inspecting the development of cultural families, cultural villages, civilized alleys, and green, clean, beautiful village roads and alleys.

Representatives from Ha Lo village, Lien Ha commune, reported that the contest for maintaining bright – green – clean – beautiful alleys and streets has been implemented by the district and commune over the past few years. After implementation, Ha Lo was selected as the commune’s model village. The village received investments for lake renovation, road construction, and other improvements. To maintain the lake’s cleanliness and beauty, the village’s Party cell issued a thematic resolution, guiding Party members and social organization members to conduct environmental sanitation every Saturday morning and maintain the trees around the lake. Additionally, each association branch has taken responsibility for planting and maintaining flower gardens at historical sites. Furthermore, implementing the exemplary advanced new rural program, Ha Lo village is also the first to pilot the smart village model, with free WiFi installed at the village’s Cultural House and security cameras throughout the village. Cultural activities, arts, and sports have also developed. To maintain these village activities, residents unanimously contribute 1,000 VND per person monthly.
Hoan Kiem and Hai Ba Trung are two core districts of the Capital. Through inspection and evaluation, the Team noted significant improvements in urban order, sidewalk, and street management. Both districts maintain their civilized urban streets well.

Duong Minh Duc – Chairman of Nguyen Du Ward People’s Committee (Hai Ba Trung district), a selected area for the contest, stated that following the City’s plan, the district implemented systematic plans and guidelines for its 18 wards. After reviewing registered streets, the district selected specific streets for focused investment and assigned wards to implement through either social mobilization or district support if needed. The assigned wards issued competitive plans, organized campaigns to maintain urban civility, and promoted new lifestyles during the peak competition period celebrating the 70th anniversary of the Capital’s Liberation Day. They registered civilized urban streets and lifestyle commitments with the Department of Culture and Information, developed plans for civilized urban streets, and proposed solutions to maintain urban order and environmental sanitation. The wards also proposed flower garden and greenery projects, including flower planting, flag holder installation, and promotional banners. During the competition, wards developed plans assigning residential groups and front committees to conduct cross-checking on Saturday mornings, scoring and providing weekly reports. Monthly evaluations and lessons learned are conducted for underperforming groups.

Through the inspection, the Team advised districts to continue strengthening public awareness about environmental sanitation and urban order, as the contest for Building and Maintaining “Bright, Green, Clean, Beautiful, and Safe Communes, Wards, and Towns” will not end with the 70th anniversary of the Capital’s Liberation Day but will become an annual competition movement celebrating major holidays of the Capital and country. This aims to create a green, clean, and beautiful living environment for residents to enjoy.
