After nearly four years of implementation, Program No. 04-CTr/HU of Dong Anh district has basically achieved and exceeded its targets. The program’s effectiveness has created significant changes in cultural and social spheres, improved human resource quality in the district, and contributed to building an elegant and civilized Dong Anh community.
The cultural sector has achieved many positive results. 100% of heritage sites have been reviewed, inspected, and assessed for their current condition. 58 heritage projects have been initiated and completed for restoration and degradation prevention (triple the number compared to the previous term). The “All People Building Cultural Life” movement continues to achieve high results. The cultural institution system has received synchronized investment and operates effectively. Traditional art forms are consistently preserved and promoted. Notably, Dong Anh district’s preservation and promotion of cultural heritage values has consistently ranked among the city’s top performers in recent years. Currently, the district has 02 intangible cultural heritages listed in the National Intangible Cultural Heritage Inventory, 03 artifacts recognized as National Treasures, and 14 artisans awarded the title of Distinguished Artisan.
Building an elegant and civilized Dong Anh citizen has shown positive and effective changes; the locality has established a lifestyle of self-respect, self-reliance, living and working according to the Constitution and laws; emphasizing individual responsibility toward self, family, and society.

On the morning of November 8, 2024, Dong Anh District Party Committee held a Conference to summarize Program No. 04-CTr/HU dated September 7, 2020, on “Making Cultural-Social Development, Enhancing Human Resource Quality, Building a Cultured and Elegant Dong Anh Community for 2020-2025.”
Speaking at the conference, Mr. Nguyen Van Cuong – Standing Deputy Secretary of the District Party Committee affirmed: Program No. 04 on “Making Cultural-Social Development, Enhancing Human Resource Quality, Building a Cultured and Elegant Dong Anh Community for 2020-2025” has excellently completed its mission, creating fundamental and solid changes, continuously improving people’s spiritual life in the district. It has significantly contributed to completing political tasks, socio-economic targets, national security and defense, creating the strength of great national unity, with people united in building the district into an urban district, communes into wards, and advanced new rural areas and model new rural areas.
At the Conference, Dong Anh District Party Committee awarded 48 collectives; Dong Anh District People’s Committee awarded 31 collectives and 68 individuals for outstanding achievements in implementing Program No. 04-CTr/HU dated September 7, 2020, on “Making Cultural-Social Development, Enhancing Human Resource Quality, Building a Cultured and Elegant Dong Anh Community for 2020-2025.”
