In his opening speech, Chairman of the City People’s Council Nguyen Ngoc Tuan emphasized: Based on the provisions of the Law and the actual situation and requirements of the City, in agreement with the People’s Committee and the Vietnam Fatherland Front Committee of the City, the Standing Committee of the City People’s Council decided to convene the 19th meeting of the City People’s Council to promptly review and decide on important issues within its jurisdiction, including two main groups of issues:

Firstly, the City People’s Council will consider and pass several contents to promptly implement and enforce the Capital Law 2024.

The Capital Law 2024, passed by the National Assembly at its 6th session, consists of 7 chapters and 54 articles and will take effect on January 1, 2025 (with some provisions effective from July 1, 2025).

To implement the Capital Law, the Standing Committee of the City People’s Council and the City People’s Committee have issued a detailed plan, thoroughly reviewing the contents and tasks, identifying clear timelines, and assigning responsibilities to various agencies and units to advise on and issue city documents to concretize the Law’s provisions, ensuring uniformity, timeliness, quality, efficiency, and compliance with processes and regulations.

Comrade Nguyen Ngoc Tuan also stated that, according to the plan, the City People’s Council will issue 89 resolutions, including 76 legal normative contents and 13 specific documents. It is expected that in 2024, 28 resolutions will be issued and take effect from January 1, 2025, to coincide with the Capital Law 2024’s effective date.

At this 19th meeting, the City People’s Council will consider and issue 11 legal normative resolutions to implement the Capital Law 2024, including issues related to organization and apparatus such as: Regulations on the establishment, reorganization, and dissolution of specialized agencies and other administrative organizations of the City and districts, towns; regulations on the procedures for establishing and dissolving public service units of the City; the transfer of commune-level civil servants to administrative civil servant status; the recruitment, management, and use of civil servants working in communes, wards, and towns; regulations on signing fixed-term contracts for certain job positions in City agencies and district People’s Committees; regulations on decentralization and authorization by the City People’s Committee, the Chairman of the City People’s Committee to Project Management Boards (PMBs), Directors of the City PMBs; and from the Chairman of the commune-level People’s Committee to commune-level civil servants.

Chairman of the City People’s Council Nguyen Ngoc Tuan delivered the opening speech at the meeting.

Mechanisms and policies related to the management, exploitation, and use of public assets, architectural works of value, and cultural and sports infrastructure of the City.

Regulations on the conditions and procedures for awarding the title of Honorary Citizen of the Capital; regulations on applying measures to stop the supply of electricity and water services to violating buildings, production, and business establishments; regulations on the procedures for adjusting environmental zoning determination in the Capital Master Plan and partial adjustments to the plan, etc.

Secondly, the City People’s Council will consider four important contents to promptly address the City’s urgent issues, including: Policies to continue supporting the recovery of agricultural production after the impact of Storm No. 3 and the rainfall and floods; the City’s smart transportation project; zoning tasks for the construction of some industrial parks; regulations on the authority to approve tasks and cost estimates for regular expenditures to purchase assets and equipment for City agencies and units, among others.

An overview of the meeting

“In the preparation process, the Standing Committee of the City People’s Council directed the Committees of the City People’s Council to closely coordinate with relevant agencies to prepare contents and conduct reviews to ensure uniformity, rigor, quality, and compliance with regulations.

The Vietnam Fatherland Front Committee of the City has organized social critiques of several important contents with widespread social impact, providing a basis for the City People’s Council to discuss and decide, ensuring that the resolutions take effect,” Comrade Nguyen Ngoc Tuan stated.

For this 19th meeting of the City People’s Council, with the very important contents mentioned above, Chairman of the City People’s Council Nguyen Ngoc Tuan requested the City People’s Council deputies to uphold their sense of responsibility, concentrate their intellect, thoroughly study the contents, participate in discussions, contribute many heartfelt, profound, straightforward, and high-quality opinions, and decide on the contents according to the meeting’s agenda.
