On the morning of November 25, 2024, at the main hall of the National Academy of Public Administration, the National Academy of Public Administration, in collaboration with the Hanoi Department of Culture and Sports, held the opening ceremony for the 2024 update classes on public culture, current cultural policies, and cultural exchange and international integration.

Speaking at the ceremony, Mr. Do Dinh Hong, Director of the Hanoi Department of Culture and Sports, emphasized: “President Ho Chi Minh once affirmed: ‘Officials are the root of all work’; ‘The success or failure of all tasks depends on whether the officials are good or bad.’ To revive and promote the cultural values and human strength of Hanoi, one of the top tasks is to enhance the quality of the city’s cultural staff. The 13th National Party Congress document affirms: ‘Training and developing leadership, management, and advisory staff in the field of culture and arts, especially key officials who are knowledgeable about culture, with good qualities, capabilities, and professional skills to meet requirements and tasks.’ The 17th Hanoi Party Congress document identified ‘developing human resources, especially high-quality workforce, social management, economic governance, cultural and tourism human resources…’ as a key task in the capital’s development process. Clearly, enhancing the quality of cultural human resources in the capital is crucial in the coming period to improve the effectiveness of state management and meet the breakthrough and targeted requirements in serving the goal of advancing Hanoi’s culture in the future. Intending to equip the officials and civil servants in Hanoi’s culture sector with more knowledge and skills for advising, constructing, and developing the city’s cultural industry, I encourage everyone to focus on completing the course well, abiding by the class rules and regulations”.

The course on updating public culture knowledge will cover topics such as General issues about public culture; Public ethics and anti-corruption; Public responsibilities and administrative discipline; Communication skills, cultural behavior; and Skills for building and developing public culture.

The course on current cultural policy issues will cover: Improving cultural policies and laws and implementing cultural policies; Managing and organizing festivals; Developing cultural industries in Hanoi linked to the digital society; Preserving and promoting traditional cultural values with sustainable tourism development; Global cultural policies and how to apply and improve Vietnam’s cultural policy; Organizing and managing grassroots cultural movements; Developing community culture: Current situation and future strategies and Promoting culture.

The course on cultural exchange and international integration will focus on: Cultural issues in the current situation; Vietnam’s cultural policy in the context of international integration; The cultural development strategy until 2030; The role of culture in promoting international exchanges and integration; Cultural diplomacy opportunities and challenges; International cooperation in culture; Building and developing Vietnamese culture and people in the face of international exchange and integration; Developing community culture in international integration.

Elite Artist Duong Duc Quang, Deputy Director of the Hanoi Drama Theatre, on behalf of the students, stated that attending the course is an opportunity for students to improve their professional skills and gain confidence in their roles. The knowledge and skills gained during this course will update and supplement the students’ knowledge, providing valuable tools to understand and meet their responsibilities effectively in advising, management and operation. On behalf of all the students, he promised to uphold discipline, increase responsibility in learning, comply with the rules, proactively exchange ideas, learn from each other, and build a united class to achieve the best results from the course.

The courses on updating public culture knowledge, current cultural policies, and cultural exchange and international integration in 2024 will run for seven days per class, combining classroom learning with field visits.

Upon completion of the course, students will receive certificates. The closing ceremony for all three classes is expected to take place on December 24, 2024
