The plan aims to uphold the tradition of great solidarity and the spirit of mutual assistance while actively ensuring social welfare. It emphasizes caring for the material and spiritual well-being of all citizens across the city with the principle: “Everyone, every family celebrates Tet,” ensuring no one is left behind. Efforts will include organizing visits and extending Tet greetings to people with meritorious service, policy beneficiary families, and exemplary individuals during the Wood Snake Lunar New Year.

The activities are designed to foster an enthusiastic and uplifting atmosphere among the city’s officials and residents, encouraging efforts in work, production, and study. These initiatives aim to fulfill the political tasks of the City Party Committee for 2025 and to celebrate the Party Congresses at all levels for the 2025-2030 term, including the 18th Congress of the City Party and progressing toward the 14th National Party Congress.
Campaigns will be launched to make the city “bright, green, clean, and beautiful” during the Tet holiday, focusing on practicality and effectiveness rather than ostentation. These campaigns aim to engage agencies, organizations, mass unions, armed forces, and people from all walks of life while prioritizing the restoration of green spaces and trees damaged by storms and floods.

Cultural and economic events will be intensified, focusing on creating unique and internationally significant tourism products and annual events. These activities aim to promote the image, culture, and people of the capital, thereby contributing to the development of tourism, trade, and the economy of the city.

The Party Affairs Committee and the leadership of the City People’s Committee will direct departments and agencies to develop specific plans to implement key tasks. Among these, ensuring social welfare remains a top priority, with activities to care for the material and spiritual lives of citizens, especially those with meritorious service to the revolution, policy beneficiary families, households affected by storms and floods, disadvantaged individuals, ethnic minorities, and frontline workers.
Gifts will be presented to exemplary business owners who contribute to economic development and ensure proper benefits for workers. The city will implement provisions of the 2024 Capital Law regarding increased income for its officials, public servants, and employees.
The city will explore and develop cultural events, festivals, trade promotion activities, and annual international exchange programs hosted by city leaders, aiming to institutionalize these as regular events of the capital. At the same time, unique tourism products will be created to showcase the capital’s image, culture, and people while stimulating tourism, trade, and economic growth.
The city will consider organizing fireworks displays to welcome the 2025 New Year and the Wood Snake Lunar New Year. Additionally, attention will be given to selecting and hosting professional cultural and artistic events in suburban districts.
