Central-level delegates attending the ceremony included Deputy Minister of Justice Nguyen Thanh Ngoc. Hanoi city delegates included: Central Committee member, Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People’s Committee Tran Sy Thanh; Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People’s Council Nguyen Ngoc Tuan; Member of the Standing Committee of the Hanoi Party Committee, Standing Vice Chairman of the Hanoi People’s Committee Le Hong Son; and the two Vice Chairmen of the Hanoi People’s Committee: Vu Thu Ha and Truong Viet Dung. The celebration was also attended by members of the Standing Committee of the City Party Committee and People’s Council, as well as former leaders of the City Party Committee, People’s Council, and People’s Committee.
At the ceremony, Director of Hanoi Department of Home Affairs Tran Dinh Canh delivered a speech reviewing the formation, development, and contributions of these sectors to the country in general and to Hanoi in particular over the past decades. Eighty years ago, on August 28, 1945, President Ho Chi Minh signed the proclamation establishing the Provisional Government of the Democratic Republic of Vietnam. Among the first 13 ministries and sectors of the Provisional Government, those established on August 28, 1945, included: Home Affairs, Labor, Justice, Finance, Planning and Investment, Culture, Foreign Affairs, and the Administrative Office.

The speech also emphasized that over 80 years of formation, construction, and development – during both wartime and peacetime, especially after nearly 40 years of renovation to the present, with changes in organizational structure, functions, and duties – the Home Affairs, Justice, Finance, Culture and Sports sectors, and the City People’s Committee Office have continuously strived and achieved remarkable accomplishments, making significant contributions to the overall development of the capital.
The Home Affairs sector has performed well in advising on organizational structure, administrative boundaries, and the local government model from the city to the grassroots level. Most recently, under the close leadership and direction of the City Party Committee, People’s Council, and People’s Committee, the Department of Home Affairs advised on plans and proposals for restructuring in accordance with central guidance in a scientific and practical manner, ensuring the two-tier local government model of the capital operates stably. Additionally, the Home Affairs sector has completed institutions and policies to provide leverage and fundamental motivation for development, especially in implementing the Law on the Capital, local government laws, regulations on organizational structure, civil servants and public employees, and many special mechanisms to promote the city’s development; and has effectively organized activities to honor contributions, cared for war invalids and families of martyrs, and implemented policies for people with meritorious services.

The capital’s Justice sector has effectively carried out its advisory functions on lawmaking and law enforcement; inspected, reviewed, systematized legal documents; disseminated and educated on laws; handled administrative legal affairs, judicial support, and other justice-related tasks.
The Finance sector has consistently fulfilled its mission of advising on state management of finances, budgets, fees, charges, public assets, and financial services. For the first time, the city’s revenue surpassed the half-million-billion-VND mark. Total state budget revenue in Hanoi as of August 15, 2025, reached VND 451,203 billion, achieving 87.8% of the estimate and 135.7% of the same period last year, reaffirming Hanoi’s leading position nationwide in budget scale…

Since its establishment, the Culture and Information sector has gradually developed into a key pillar in building and developing the capital, from a foundation of millennia-old cultural heritage to the status of a global creative city. The sector has successfully implemented movements; many major cultural projects with beautiful architecture have been invested and constructed; and the spiritual and material life of the capital’s people has been improved.
The City People’s Committee Office has made important contributions to enhancing the efficiency and effectiveness of state management. Notably, it has been a pioneer in applying information technology and digital transformation to serve the direction and administration of the People’s Committee and its leaders, ensuring accuracy, timeliness, and efficiency.

Speaking at the ceremony, Chairman of the Hanoi People’s Committee Tran Sy Thanh praised and acknowledged the results and contributions of the five sectors to the city’s development over the past period. He noted that 2025 marked a comprehensive transformation in the organization of government agencies and sectors. Mergers and consolidations have streamlined operations, improved efficiency and effectiveness, reduced management costs, and created opportunities to restructure, enhance staff quality, promote science and technology applications, and establish a foundation for improved public service. This serves as an important premise for the capital’s rapid and sustainable development in the coming period.
The Chairman emphasized that along with opportunities, there are challenges, so in the near future, these sectors must continue to strive, resolve shortcomings, and focus on key tasks in the new phase, such as: continuing to review and streamline organizational structures and staff; improving administrative structures and public service units; promoting comprehensive and rational decentralization; building a professional, disciplined, and ethical workforce; and focusing on research, advisory, and implementing coordinated solutions to drive rapid, sustainable growth. Priority should be given to key solutions to achieve a GRDP growth target of 8.3% for Hanoi in 2025 as assigned by the Central Government, with double-digit growth over the next five years.

Moreover, based on their functions and duties, these sectors continue to advise the city on concretizing and implementing the spirit of Central Resolutions into practice in each sector. They will effectively implement the four Central Resolutions – the “four-pillar” framework – along with upcoming resolutions on education and healthcare, contributing to the goal of building a prosperous, strong, and happy country.
The Chairman reminded the sectors to innovate in thinking and approaches to lawmaking and enforcement; advise on special, outstanding mechanisms and policies for the capital; reduce procedures; create favorable conditions; and mobilize resources for the effective development of the private economy. Particular attention should be paid to promoting the power of culture and Hanoi’s people; strengthening cultural industries; developing high-quality human resources; expanding domestic and international cooperation; preserving and spreading the values of Thang Long – Hanoi culture; and building the image of the civilized and elegant Hanoi citizen in the new era.
A performance celebrating the anniversary
On the occasion of the 80th anniversary, the Hanoi Department of Home Affairs was awarded the First-Class Labor Order by the President; the Hanoi Departments of Finance, Justice, Culture and Sports, and the City People’s Committee Office were awarded Certificates of Merit by the Chairman of the Hanoi People’s Committee.
