Recognizing that the culture and people of the capital are not only a goal and a driving force but also an important new resource directly determining the sustainable development of the capital, on May 5, 2022, the 13th Politburo issued Resolution No. 15-NQ/TW on the orientations and tasks for the development of Hanoi until 2030, with a vision to 2045. The aim is that by 2030, Hanoi will be a “Cultural – Civilized – Modern” city, characterized by “a cultural capital – globally connected – elegant and refined – harmoniously developed – peaceful and prosperous – service-oriented administration – contributing enterprises – a society of trust – happy people.”
Implementing the conclusions of the late General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference, while also deploying the system of national values, cultural values, family values, and the standards of Vietnamese people in the new era; the amended Law on the Capital provides an important legal basis for breakthrough development of the capital in the new era; the Capital Planning and the General Construction Planning of the Capital shape the future of sustainable development; Hanoi continues to fully exploit its potential and strengths, creating breakthroughs while also facing challenges in cultural development, improving the quality of human resources, and building elegant and civilized Hanoians.
Immediately after the Hanoi Party Committee issued Program No. 06-CTr/TU on cultural development, improving the quality of human resources, and building elegant and civilized Hanoians for the period 2021-2025, the Steering Committee, closely following the objectives, targets, and key tasks of the Program, focused on decisively implementing tasks from the first months and first quarter, such as: issuing operational regulations of the Steering Committee and assigning tasks; directing and guiding relevant units to issue documents to lead and organize the implementation of the Program; organizing regular briefings and specialized conferences with units responsible for key projects and plans; directing the formulation and implementation of 51 resolutions, plans, projects, and thematic issues under the Program, while also focusing on concretizing the Central resolutions and directives on cultural development strategy, especially the conclusions at the 2021 National Cultural Conference.
With a new and creative approach, the online conference to disseminate and implement Program No. 06-CTr/TU, directly delivered by the Head of the Steering Committee, conveyed all core and fundamental content of the Program from the city to districts, towns, communes, wards, townships, and affiliated party committees, reaching millions of capital residents via Hanoi Radio and Television. Departments, agencies, districts, and towns have organized numerous specialized dissemination conferences, training classes, and guidance on cultural development, cultural industries, building a creative city, improving human resource quality, and building elegant and civilized Hanoians.
Implementing Directive No. 30-CT/TU dated February 19, 2024, of the Standing Committee of the City Party Committee “Strengthening Party Leadership in Building Elegant and Civilized Hanoians by 2025,” on June 14, 2024, the City People’s Committee issued a plan for implementation. Accordingly, Hanoi has organized many activities to raise awareness among Party organizations, authorities, socio-political organizations, and people at all levels about cultural development and building elegant and civilized Hanoians, creating unity, consensus, and strong political determination to build elegant and civilized Hanoians. Emphasizing and promoting the personal role of officials, Party members, and the people in the task of building elegant and civilized Hanoians; the responsibility of the entire political system, community, enterprises, and each family in creating and maintaining a healthy cultural environment. Striving to build Hanoi as a model city in lifestyle and social conduct; building Hanoians who are elegant, refined, humane, and civilized, exemplifying the culture, conscience, and dignity of Vietnamese people.
To achieve this goal, Hanoi has strengthened propaganda, dissemination, and awareness-raising for Party officials and people about the role and position of culture and the building of elegant and civilized Hanoians in the cause of nation-building and defense, and in developing Hanoi as a “Cultural – Civilized – Modern” capital. Enhancing the effectiveness and efficiency of state management in cultural development and building elegant and civilized Hanoians. Developing Hanoians comprehensively, “Elegant, Refined, Humane, Civilized,” exemplifying the culture, conscience, and dignity of Vietnamese people. Building a healthy cultural environment includes: developing capital families that are prosperous, progressive, happy, and civilized; building a cultural school environment; building cultural villages and residential groups; building new rural areas and civilized urban areas; building cultural agencies, units, and enterprises. Promoting cultural activities at the grassroots level and improving the quality and effectiveness of cultural facilities. Enhancing the quality of construction and protection of ecological environmental landscapes, linking cultural environment building with socio-economic development, ensuring security and national defense.
