The Hanoi Department of Culture and Sports has recently issued a plan to participate in the 2025 National Community Amateur Arts Festival.
The festival contributes to honoring exemplary communities and individuals actively participating in the movement “All People Unite to Build a Cultural Life,” carrying out patriotic emulation movements and social welfare activities in local communities, contributing to socio-economic development, ensuring national security and defense, and fostering cultural traditions, community solidarity, and the sustainable construction of a prosperous and civilized country.

Performance at the “Exemplary Cultural Village/Residential Quarter” Festival, Hanoi 2025
Accordingly, the Department of Culture and Sports selects one village/residential quarter that meets the criteria representing Hanoi to participate in the Festival.
Specifically, the selected village/residential quarter has historical and revolutionary traditions; is exemplary in implementing the movement “All People Unite to Build a Cultural Life”; has repeatedly achieved the title of cultural village/residential quarter for consecutive years; and has a high percentage of families recognized as “Cultural Families.”
In addition, the village/residential quarter must have a fully equipped and effective cultural institution system; develop and maintain models that contribute to enhancing the cultural life of the community, such as models in implementing the City’s codes of conduct, models promoting civilized practices in weddings, funerals, and festivals; and preserving and promoting local traditional cultural values.
It is expected that nearly 40 people, including 27 amateur performers from Hanoi’s delegation, will attend the 2025 National Community Amateur Arts Festival.
The Hanoi Department of Culture and Sports requires that the festival program be carefully prepared, meticulously staged, strongly reflecting the cultural identity of the capital, clearly demonstrating community solidarity and the image of elegant, civilized Hanoians.

The program content will praise the Party, President Ho Chi Minh, love for the homeland and people, and romantic love; celebrate the traditions of national solidarity, revolutionary struggle, and outstanding cultural heritage of the homeland; and actively contribute to building cultural life at the grassroots level in the process of national development and defense.
At the same time, it will introduce and promote the cultural identity, customs, folk songs, folk dances, traditional musical instruments, and traditional costumes of ethnic groups across the country, while showcasing the image of dynamic, united community neighborhoods.
The competition content consists of two parts. Part 1, Journey of Shining – Connecting Community Culture, introduces exemplary individuals or collectives in the movements “All People Unite to Build a Cultural Life, Joining Hands to Build New Rural Areas and Civilized Urban Areas,” and in preserving and promoting ethnic cultural identity in the community. The presentation format is a performance of 5–10 minutes, combining storytelling with music, illustrative visuals, and narration.
Part 2 is the performing arts competition: a comprehensive program of singing, dancing, and music, including types of singing (solo, duet, small group, chorus), dancing (solo, duet, group), and music (solo, duet, ensemble).
Participating delegations perform at least two types of singing-dancing-music: singing, dancing, auxiliary dance, theatrical singing, folk chants, folk verses, lullabies, folk songs, or instrumental performances reflecting local characteristics. Each delegation stages a minimum of five performances, with a maximum program duration of 25 minutes per delegation.
The 2025 National Community Amateur Arts Festival is organized to propagate and mobilize the people to implement the Party’s guidelines and the State’s policies and laws; to enhance social consensus and active public participation, particularly in reorganizing administrative units and implementing the two-level local government model.
At the same time, it promotes the movement “All People Unite to Build a Cultural Life” with depth, quality, efficiency, and practicality; creates positive transformations in building families, villages, agencies, and cultural units; develops well-rounded Vietnamese citizens; and builds an advanced Vietnamese culture with strong national identity.
The festival will take place from November 15 to 19 in An Giang Province.
