To build a system of commercial and cultural development zones in areas with advantages, potential, and available resources, Permanent Vice Chairman of the City People’s Committee Le Hong Son signed and issued Plan No. 271/KH-UBND dated October 1, 2025 on the implementation of Resolution No. 25/2025/NQ-HDND dated July 10, 2025 of the City People’s Council on commercial and cultural development zones in Hanoi.
Accordingly, Hanoi will promptly and synchronously implement policies investing resources to support the formation of commercial and cultural development zones that are civilized, modern, and deeply imbued with the distinctive cultural identity of each area. Activities will be carried out to promote the development of advantageous cultural industries in commercial and cultural development zones, contributing to economic growth, enhancing the local image, and improving the cultural and spiritual life of the people.

In 2025, Hanoi will organize deployment, dissemination, and training; appraise and approve dossiers proposing the establishment of 01-02 commercial and cultural development zones in existing urban streets, craft villages, and rural residential areas with advantages and potential in commercial locations, cultural space, and heritage resources.
In 2026, 01-02 commercial and cultural development zones will be put into operation; priority projects will be implemented to invest in developing technical infrastructure, landscape, cultural business conditions, ensuring security, order, food safety and hygiene, and environmental protection in commercial and cultural development zones with higher requirements than common regulations.
By 2030, 05-06 high-quality commercial and cultural zones representing each area will be formed, driving the creation of a creative ecosystem, improving living conditions for residents, and preserving traditional trades and crafts.

By 2045, large-scale commercial and cultural development zones will be formed, comprehensively covering fields and cultural industry sectors that serve as the driving force for the development of other sectors and fields, increasing revenue growth from commerce and services; serving as a foundation for building Hanoi into a globally connected, Elegant, Civilized, Modern, and Creative city.
The City People’s Committee assigns the Department of Culture and Sports as the standing agency to implement measures supporting information, communication, and promotion of the activities of commercial and cultural development zones in accordance with regulations. It will organize training, coaching, and fostering human resources; international and domestic seminars and discussions in the field of cultural industries and experience in promoting commercial and cultural development zones; support artists and artisans in teaching and passing on skills to young creative talents. It will study, review, and create a list of areas with potential advantages capable of forming commercial and cultural development zones. It will implement support measures within the sector’s specialized areas in commercial and cultural development zones; manage commercial and cultural development zones effectively, contributing to the development of the Capital’s cultural industries. Administrative procedures related to licensing of artistic performances, exhibitions, advertising, press conferences, and other fields under its authority for cultural activities in commercial and cultural development zones will be simplified.
