Promoting the Capital Law in Connection with the Two-Tier Local Government Model

The Hanoi People’s Committee has issued a plan on communication, dissemination, and training related to the Capital Law and its implementing documents across the city, in conjunction with the implementation of the two-tier local government model from July 1, 2025.

 The plan aims to continue widely disseminating the Capital Law to organizations, enterprises, cadres, civil servants, public employees, workers, armed forces, students, and the public at home and abroad. It also seeks to promote the roles and responsibilities of all levels of city government, mobilize the entire political system, and strengthen coordination among central and local agencies, businesses, citizens, and society at large to ensure that the Capital Law is effectively put into practice.

Communication activities will be carried out annually, with peak periods for dissemination and training from now through the end of 2026.

Key content focuses on the necessity of enacting the Capital Law; its guiding perspectives and orientations; objectives and significance; core provisions; sector-specific policies stipulated in the law; implementing documents; and related activities such as forums, conferences, workshops, and seminars.

To ensure effective implementation, city departments, agencies, units, and the Vietnam Fatherland Front of Hanoi are responsible for organizing the dissemination and thorough implementation of the plan for all officials and employees within their organizations. They will also conduct in-depth training on sectoral policies under the Capital Law and its implementing documents, and develop and execute plans tailored to their respective agencies and localities.

The city requires that implementation closely integrate lawmaking with enforcement, training, dissemination, and legal education; ensure efficiency, cost-effectiveness, avoid duplication, and align with the timeline for issuing implementing documents for the Capital Law.
