The City People’s Committee has issued Notice No. 751/TB-VP dated November 22, 2025, on the conclusions of Vice Chairwoman of the City People’s Committee Vu Thu Ha at the meeting reviewing activities to serve the public during the New Year holidays, celebrate the 14th National Party Congress, and welcome the Lunar New Year of Binh Ngo.
Accordingly, Vice Chairwoman Vu Thu Ha assigned the Hanoi Department of Culture and Sports to take the lead, in coordination with the Department of Construction and the People’s Committees of Hoan Kiem and Cua Nam wards, to survey and agree on plans for organizing art activities, decorative lighting, and 3D mapping in the central area, Hoan Kiem Lake space and surrounding areas, and at the Hanoi Exhibition and Information Center, 45 Trang Tien Street, to serve the public during the New Year, celebrate the 14th National Party Congress, and welcome the Lunar New Year of Binh Ngo.

The Department of Culture and Sports is tasked with guiding event organizers to incorporate feedback from departments, sectors, and localities to finalize plans for the “Welcome 2026” (Countdown 2026) program; to design a visual identity and develop a series of supporting activities for Countdown 2026, ensuring rich, attractive, and modern content that meets the cultural and artistic enjoyment needs of residents and visitors at the New Year moment. The Department is also to report on artistic lighting decoration along central streets, ensuring modernity, refined design, and distinctive cultural identity of Hanoi; and to advise on proposals for New Year 2026 fireworks displays in the City.
The Department is to proactively coordinate with units under the Ministry of Culture, Sports and Tourism, Vietnam Television, and related entities to study and propose organizing a “Dau An” Concert, scheduled before the New Year 2026.
The Department of Construction is assigned, within its functions and duties, to develop plans to enhance decorative lighting for trees, gardens, and streets, creating a joyful and festive atmosphere for welcoming New Year 2026, the Lunar New Year, and celebrating the 14th National Party Congress. Focus areas include headquarters of central agencies; City Party Committee – People’s Council – People’s Committee – Vietnam Fatherland Front of the City; bridge systems and overpasses; gardens and parks; and central locations of wards and communes.
