In the course of implementation, every year the Department of Culture and Sports implements programs, projects, and plans in the field of children, closely linked with family affairs tasks and the movement to develop physical training and sports.
Accordingly, the Department has proactively developed plans and issued guidance on organizational arrangements and operations for districts, counties, and towns to implement professional tasks. It has guided municipal press agencies, central and local press agencies to coordinate with the City, and directed the grassroots information system to organize communications on the Party’s guidelines and the State’s laws and policies on child care and protection; the National Action Program for Children; child nutrition; prevention and control of accidents and injuries among children; the Project on care for the comprehensive development of children in their early years at the family and community levels for the 2019-2025 period; the Program on prevention and reduction of child labor in violation of the law, etc.


Organizing Book and Newspaper Exhibitions for Children
Developing cultural and sports facilities to meet children’s recreational needs
As of 31 December 2024, the City had 5,307 cultural and sports facility works, including 4,900 grassroots cultural and sports facilities serving the community. The City has 5,442 villages and residential groups; as of 31 March 2025, there were 4,652 cultural houses/community activity venues. Currently, the City has a total of 129 out of 526 communes, wards, and townships with commune-level cultural and sports centers. As of 13 June 2025, all 30 out of 30 districts, counties, and towns of the City had established public service units being Culture – Information and Sports Centers, with 86 cultural and sports facilities divided into the following specific groups: 29 Cultural Houses (Cultural Centers); 28 Sports Centers (Indoor Arenas); 19 broadcasting stations; and 10 facilities in other groups (multi-purpose complexes, traditional houses, etc.). The number of cultural houses and cultural-sports centers from the village level to the district level has continued to increase, with many facilities being systematically invested, gradually meeting the community’s needs for cultural and sports activities. Activities at these facilities have become increasingly diverse, promoting movements to build cultural life at the grassroots level.
Organizing numerous activities serving children
Implementing the direction of the Ministry of Culture, Sports and Tourism and the City People’s Committee, every year the Department issues directives and guidance documents to organize vibrant and beneficial summer activities for children. The focus is on organizing sports talent classes and traditional cultural and artistic activities, etc. Through these efforts, healthy and beneficial playgrounds have been created, ensuring that children can enjoy recreation, cultural and artistic activities, and physical training and sports, such as: the Reading Culture Ambassador Contest; Family Reading – Developing Family Bookcases and Connecting Love; the Children’s Choir and Collective Dance Festival; the Launch of the Capital Children’s Song Composition Campaign; and the organization of training classes on Children’s Collective Singing and Dancing in the Capital, etc.

The Capital Children’s Collective Singing and Dancing and Young Children’s Song Festival has become an attractive playground for children every summer.

Implementing the Program on prevention and control of child accidents and injuries, the Department of Culture and Sports has strengthened inter-sectoral and mass organization coordination to develop content and organize education and communications on the prevention of child drowning, widely disseminated among all strata of the population, with particular attention to disadvantaged areas and areas with high rates of child drowning. Summer activity classes are organized to attract students’ participation; where conditions permit, swimming lessons are provided for children. Special attention is paid to equipping parents with life skills and supervision skills, which are essential conditions for child care and protection. Based on the City’s swimming universalization plan for the 2021-2030 period, each year the City will open more than 2,000 free swimming classes.
Education on ethics, lifestyle, and conduct within the family
In order to raise awareness and responsibility among Party committees, authorities, departments, sectors, mass organizations, and the people in educating children; preserving, conserving, and promoting national cultural identity – especially ethical values, lifestyles, and good conduct within the family – the Department of Culture and Sports has proactively implemented and emphasized the integration of communications on contents related to children’s rights and the prevention of child abuse in communication campaigns commemorating the International Day of Happiness (20 March); Vietnam Family Day (28 June); the National Action Month on Prevention and Control of Domestic Violence; and the International Day for the Elimination of Violence against Women (25 November), etc.
Efforts have been focused on mobilizing families and residential clusters to actively participate in building a cultured family lifestyle; proactively preventing and combating social evils within families and communities; launching movements to build families that are prosperous, equal, progressive, happy, and sustainably developed; implementing models such as Domestic Violence Prevention Clubs; Exemplary Grandparents and Dutiful Descendants; families excelling in economic development; studious families; good child-rearing families; implementing the Party’s and the State’s guidelines, policies, and laws; and practicing civilized lifestyles, etc. To date, across the City there are 228 Domestic Violence Prevention Models in operation; 480 Sustainable Development Family Clubs; 861 Domestic Violence Prevention Groups; 2,399 Community-Based Reliable Addresses; and 753 Hotlines operating at residential group levels, with the active participation of collaborators and communicators to protect women and children. Mediation efforts are strengthened for cases where conflicts arise, in order to limit conflicts that may lead to domestic violence.
