Further building on the results achieved in 2106, continuing to effectively implement the Directive No. 26/CT-TTg released by the Prime Minister on strengthening the disciplines and rules in the state administrative organs at all levels, Chairman of Ha Noi People’s Committee Nguyen Duc Chung has signed to issue the Directive No. 01/CT-UBND on realization of the “Year of Administrative Rules 2017”.
The Directive clearly reads that in 2016, the Capital’s socio-economic, defence and foreign relation security fields have greatly witnessed positive changes; the administrative reform has been regularly identified as a key task and breakthrough; the methodologies in leading, steering and running the City have been renewed in the close, determined manner, and right people, right responsibility; the rearrangement and restructuring of the organizational apparatus of the Departments, branches and state specialized functional units have been fruitful, making a precondition to the administrative reform, hightening the service quality in City’s administrative machine.
With the aim of creating a strong, positive momentum in effectively managing, operating and raising the service quality among cadres, civil servants and the state administrative bodies, Ha Noi city has selected 2017 as the “Year of Administrative Rules 2017”.
In order to implement the “Year of Administrative Rules 2017”, Chairman of the Municipal People’s Committee has requested all the sectors, levels, cadres, civil servants, officers in the entire city:
- Totally review, supplement and perfect the regulatory and statutory documents, sets of administrative procedures, process, working rules of the levels, branches in accordance with the laws and regulations.
- Carry out effectively the line-up and restructuring of every part and focal point under the organizational apparatus ranging from the City to district and town levels, making it in line with the principle “one focal point – one throughout thing”.
- Cadres, civil servants and officers working at the differrent sectors and levels must fulfil the assigned tasks in conformity with the working process and rules; raise the high sense of morals, disciplines, public service rules, responsibilty, attitudes to serve people; observe rules and behavioural culture among cadres, civil servants and officers.
- Delegate Directors and Heads of the Departments, branches and state specialized functional units under the City, Chairmen of district-level and commune-level People’s committees to highten the awareness among the bodies, units, belonging parts, the entire cadres, civil servants and officers of the contents, requirements of the Directive. Regularly speed up, check, evaluate, partially sum up and totalize the wrap-up of implementation results; generalize widely among the public and socio-political organizations on the “Year of Administrative Rules 2017”.
- Task the Department of Home Affairs as the standing agency in the execution of the Directive, following up the progress and outcomes of its implementation at organs and units and compiling the situation on a quarterly basis to report to the City’ Chairman. Take the lead and collaborate with the relevant bodies and units to advise the Municipal People’s Committee in building plans for implementation of the Directive; Direct the inspection and verification work of public service misions being applied at the bodies, units, cadres, civil servants, officers and Code of Conducts being practiced by them.
