In 2016, it was the first year for Ha Noi Capital to implement the socio-economic development plan for the period of 2016-2020; the third year to realize the “Year of order and urban civilization”, the sector of culture and sports of Ha Noi had made steady steps and achieved many important outcomes. Ha Noi Cultural Bulletin had an interview with Mr. To Van Dong, Municipal Party Committee Member, Director of Ha Noi Department of Culture and Sports to find out the results that the sector had achieved in 2016.
Q: As the first city in the whole country to complete the general inventory of relics and intangible heritages, and formulate the regulation on mangement, protection and enhancement of historical – cultural relic values, sceneries and landscapes in the area of Ha Noi, woul you please elaborate some concrete outcomes and their benefits brought about by them?
Mr. To Van Dong: Firstly, the inventory of relics is the first legal basis for the relic management and the background for every activity associated with management, protection and realization of relics’ value. Once the inventory list has been approved by the Municipal People’s Committee, the Department of culture and sports has made the transfer of the relic list and the Decision on approval of the inventory list of relics issued by the Municipal People’s Committee, to the People’s Committee of districts, towns for implementation of the relics management to make sure that will conform with the cultural heritages law and existing regulations of the state and Ha Noi city on conservation and enhancement of the cultural heritage values.
Secondly, the result of the inventory has helped the administrators acquire the first-hand information on seriously degraded relics, relics of special values; based on that, they will collaborate with localities, relevant departments and branches to select, propose a list which needs investment for conservation and bringing into play the relics striking relics’ values linked with local tourism development (each district, town will be invested from 1 to 2 relics).
In the longer run, data and basic information on characteristics, values and status of the relic network within the area will help partly the administrators in the making of plans and guiding activities in management, research, conservation, embellishment and promotion of the heritage values.
At the same time, the inventory results will serve as a basis for the formulation and implementation of IT application (digitization) in managing dossiers and documents of the Capital’s historical, cultural relics and a large number of professional activities like rating, planning for renovation, promotion of the relics’ value, compilation of documentary dossiers of the relics,..
Q: In implementing the “Year of order and urban civilization”, Ha Noi Department of Culture and sports has submitted to the Municipal People’s Committee to set up an interagency inspection group to dispatch forces and resolutely deal with advertising violations in Ha Noi area. Would you please tell us specific outcomes of this activity?
Mr. To Van Dong: Until the 8th August 2016, in the area of Ha Noi city, there have been 190 independently standing advertisement boards found unlicensedly erected and 149 advertisement light boxes located on the partition strips in breach of the regulations which are obliged to be strictly handled.
In order to radically deal with this situation, on 11 August, Ha Noi Department of Culture and Sports held a press briefing to announce the Directive No. 16/CT-UBND, dated 3 August, 2016 by the Municipal People’s Committee on the strenthening of the state administration over the advertising activity in the area of Ha Noi city and the action plan of the interagency inspectorate mission in inspecting, checking and handling advertising violations within the Ha Noi area. Earlier, Ha Noi Department of culture and sports has worked with districts, towns and businesses having illegal advertising boards which are required to be removed. As for those who fail to dismantle by themselves, it will be coerced by the functional force.
After 4 month implementation of the Directive No.16 of Ha Noi People’s Committee, by the end of November 2016, the districts, towns and enterprises have handled and removed a total 178/190 (accounting for 93.6%) independently standing advertising boards and 149/149 (100%) illegal advertising light boxes in the whole area of Ha Noi. For the rest of existing boards, the Head of the inspectorate mission has sent documents to the districts and towns to request them solve completely and reported to Ha Noi People’s Committee for further guidance.
Q: On the threshold of the new year, what activities Ha Noi cultural and sports sector will organize to welcome the new year of 2017 and the lunar new year of the Rooster?
Mr. To Van Dong: In order to creat an atmostphere of jubilance and excitement among the entire public, on the occassion of the new year, Ha Noi Department of Culture and Sports will hold a plenty of cultural, art and sports activities to celebrate the lunar new year of the rooster at every district, town in the whole city.
Following the welcoming activities of the 2017 Spring, on the occassion of the lunar new year of the Rooster and celebrating the 87th Founding Anniversary of the Communist Party of Viet Nam, on the eve of the lunar new rooster year (27th January), Ha Noi art troupes will collaborate with their peers at the central and local levels to organize music performances themed as “Congratulations on the Party and for the Spring” at all the districts and towns within the city. On the 5th day of Tet (1st February, 2017), at the public garden of Ly thai To statue will take place a cultural, sports programme. At the cinemas and film showing facilities in the area of Ha Noi, and on the Ha Noi television, there will be a film week on with the title: “Congratulations on the Party; for the spring, the country and the new Capital”.
In addition to this, the city will hold mobile propagandizing shows in service of people living in the area; art performances at the heart of the the districts, towns; the exhibitions,…
Hopefully that with many activities taking place at all the districts and towns in the entire Ha Noi area, will bring about the new year welcoming atmostphere warm and jubilant, starting a new year with new and great suceesses.
