On December 2, 2025, the Hanoi Public Administration Service Center issued Decision No. 1635/QD-TTPVHCC announcing the list of administrative procedures in the fields of Press and Publishing, and Culture, under the management authority of the Hanoi Department of Culture and Sports.
According to the Decision, three administrative procedures in the fields of Press, Publishing, and Culture under the jurisdiction of the Hanoi Department of Culture and Sports are officially announced.

In the field of Press and Publishing, two newly issued provincial-level administrative procedures are announced: The procedure for issuance of a Certificate of Free Sale (CFS) for exported goods in the press and publishing sector, with a processing time of three working days from receipt of a complete application dossier; and the procedure for amendment, supplementation, or re-issuance of a Certificate of Free Sale (CFS) for exported goods in the press and publishing sector, also with a processing time of three working days from receipt of a complete dossier.
In the cultural sector, one interlinked electronic administrative procedure at the commune level is announced, namely the electronic interlinked procedure for granting a license for karaoke business operations, including: (1) registration for establishment of a household business; (2) issuance of a certificate of eligibility for security and public order; and (3) issuance of a license for karaoke service operations. The total processing time is 16 working days from the date of receipt of a valid application.
The Hanoi Department of Culture and Sports shall take the lead, in coordination with relevant departments, agencies, and units, in developing internal and electronic procedures for handling these administrative procedures and submit them to the Director of the Hanoi Public Administration Service Center for approval in accordance with regulations. This Decision takes effect from the date of signing.
