As one of the key initiatives of the Hanoi Party Committee and the People’s Committee of Hanoi in developing the proposal “Developing the midstream and riverside areas of the Red River into a Multifunctional Cultural Park,” the Competition on Ideas for Multifunctional Cultural Park Planning at the Midstream and Riverside Areas of the Red River was organized to seek unique and creative design ideas. This competition aims to effectively utilize the land fund in the midstream and riverside areas of the Red River across four districts: Hoan Kiem, Long Bien, Ba Dinh, and Tay Ho, transforming them into a cultural park worthy of the area. The objectives include optimizing land use, capitalizing on potential advantages, improving the landscape and environmental sanitation, and promoting socio-economic development and national defense. Additionally, it seeks to materialize the approved zoning plan for the Red River urban area and the spatial landscape orientation of the Red River urban subdivision plan, with a scale of 1/5000, from Hong Ha Bridge to Me So Bridge, approved by the City People’s Committee.

Within the framework of the Hanoi 2023 Creative Design Festival, on November 24, 2023, the Hanoi People’s Committee, in collaboration with the Vietnam Association of Architects, directed four districts to coordinate with the Architecture Magazine to organize the seminar: “Proposal for the Development of a Cultural Landscape Park in the Midstream Area of the Red River – Vision and Solutions.” The seminar involved numerous experts and leaders from all four districts, laying the foundation for developing feasible planning design tasks. The competition set forth the following requirements for the submitted designs: effective land use, leveraging the advantages and potentials of the Red River’s natural beauty, and highlighting the unique characteristics of each district. The Red River was to be the landscape axis, creating open, green spaces with modern urban infrastructure. The initiative aims to promote creative design activities in the community, fostering green, safe, and utility spaces, and foundational areas to drive cultural industry development. This project is expected to attract investors and startups, contributing to developing cultural and historical values and forming a comprehensive creative model for Hanoi and the nation. It involves researching orientation and proposing comprehensive solutions for planning the architecture and landscape of a unified park, complete in idea and content, with creativity and practicality, serving as a basis for detailed planning and subsequent investment projects.

Launched on May 10, 2024, the Competition on Ideas for Multifunctional Cultural Park Planning at the Midstream and Riverside Areas of the Red River garnered significant public attention and participation from professionals within and outside the country. The Organizing Committee received nearly 30 carefully researched and well-presented submissions from reputable domestic and international design firms and consortiums. After multiple selection rounds, the jury concluded that no first prize would be awarded. To recognize and encourage the research and creativity of the consulting units, the Organizing Committee decided to award two second prizes and one third prize. Specifically, the second prizes were awarded to the proposals by Hon Gai Architecture Co., Ltd. and the Green Lungs Hanoi Consortium; the third prize went to the proposal by the Encity – Siura Studio Consortium.

In addition to the award ceremony, the outstanding proposals from the competition were introduced to the community at the 2024 Community Creative Ideas Exhibition, part of the Hanoi 2024 Creative Design Festival, to encourage the community to contribute creative ideas for the city.
