The most inclusive orientation is Program No. 04 of which the breakthrough mission is to issue 02 Codes of Conduct: Code of Conduct at workplace for cadres, civil servants, officials, and employees in agencies in Hanoi city, and the Code of Conduct in public places in the city. These codes have fundamentally changed the awareness, attitude and behavior of not only civil servants and public employees, but also residents of Hanoi capital and tourists coming to Hanoi. The compliance with the code of conduct has contributed to arousing awareness, responsibility and pride of the Hanoians, thereby enhancing and cultivating a civilized lifestyle.

After 3 years of implementation, with the participation of the political system, the codes of conduct have gradually come into life, having positive impacts on, and being agreed, responded to, and complied with by the public. The compliance with laws, living with love and compassion,  with good speeches and good deeds, and so on are highly appreciated, widely propagated and spread. Movements “All people unite to build a cultural life”, “Exemplary parents, filial children”, “Good people, good deeds”, etc. have been carried out all over the city. The implementation of a civilized lifestyle in funerals has had positive changes. The proportion of families arranging cremation for their deceased family member in the whole city reaches 60.85%. The implementation of a new lifestyle in weddings has also seen remarkable changes. Basically, weddings are organized solemnly, seriously, and economically. Some districts and towns have well performed civilized weddings such as Ba Dinh district – 99.3%; Long Bien district – 98%; My Duc district – 95%, etc. Festival management and organization have also been improved. Superstitious activities and forms of gambling at major festivals have also decreased significantly.

Located in a densely populated area and having many tourists, Hoan Kiem district has built the project “Some cultural behavioral characteristics of old quarter residents” to promote the behavioral tradition and culture of old quarter residents with 5 criteria, especially the 2 main criteria: cultural communication and environmental sanitation. From 2009 to the present, the implementation of the project in association with the compliance with 2 codes of conduct has been well responded to by people, creating an intensive movement, attracting a large number of participants, and showing many positive changes. Hoan Kiem District also well maintained the operation of the Program 04 Steering Committee. Every week, the Steering Committee conducts inspections in 18 wards, highlights the remaining issues in both culture and environmental sanitation, and requests district leaders to immediately remedy any outstanding issues.

Nam Tu Liem district has implemented many models, especially the model of a civilized, friendly and professional administrative department. Such model has been replicated in many wards in the district. In the process of implementing such model, Nam Tu Liem district focuses on two contents, namely, behavioral communication and quick administrative procedure implementation, considering this an important solution. To be specific, Nam Tu Liem district has built a clear internal administrative procedure handling process and implemented civilized behavioral communication. In case there is any delay in administrative procedures for any resident, the civil servant who carries out the procedures shall be held accountable to his/her superior. Nam Tu Liem district established monthly emulation assessment criteria for civil servants and public employees in performing administrative procedures. Regarding civilized behavior communication, Nam Tu Liem district set out 10 principles of conduct in carrying out administrative procedures and the rule “3 No”: No delay in records, no cumbersome paperwork, no request for many visits.

Dong Anh district has implemented solutions to achieve success in the implementation of civilized funerals, to be specific: Propagandizing and mobilizing people (for the past 10 years, the district has organized 2,000 seminars, helping people understand more about the meaning of performing civilized funerals); making and screening propaganda clips in villages and residential groups; directing consistently and drastically at the grassroots level, and adding this content to village’s conventions and regulations; assisting in cremation procedures. In addition, Dong Anh district has implemented synchronous planning of cemetery. 132 cemeteries in the district have been consistently renovated and upgraded. This is a radical and effective solution to solve the problem of shrinking land funds.

Despite these achievements, due to the rapid increase in urbanization and mechanical population of the capital, the cultural and civilized urban lifestyle has changed slowly, and there have been many shortcomings in behavioral and living culture in public places. From 8 major work programs for the term 2015-2020, the Executive Committee of the City Party Committee at its 17th session in the term 2020-2025 has developed 10 work programs to concretize and implement the Resolution, especially Program 06 “Developing culture, improving human resources quality, building an image of elegant and civilized Hanoians in the period 2020-2025”. To turn Hanoi into a city that has an exemplary lifestyle and behavioral culture, the program will focus on some measures: First, continuing to propagandize and enhance the grassroots cultural life, and build an image of elegant and civilized Hanoians in many forms. Second, well anticipating the contents of the movement to build an image of elegant and civilized Hanoians associated with specific criteria for building new countryside, new enhanced countryside, and new exemplary countryside. Third, inspecting and supervising the self-governance role of people, and the supervision and criticism role of the Fatherland Front and mass organizations. Fourth, replicating typical and advanced models. Fifth, strictly handling violations of codes of conduct, or violations of relevant regulations./.
