That is one of 22 main targets of Program No. 04-CTr/QU by Cau Giay District Party Committee on “Socio-cultural development; building elegant and civilized Hanoians in Cau Giay district in the period 2021-2025”. This is a program to concretize the Program 06 by the Hanoi Party Committee on “Cultural development; improvement of the quality of human resources; building elegant and civilized Hanoians in the period 2021-2025”.
To implement Program 04 by the District Party Committee, the People’s Committee of Cau Giay District has issued Plan No. 62/KH-UBND for implementation in the area.
Cau Giay District strives for 100% of the playgrounds to be eligible for investment and installation of sports equipment and to be exploited and used effectively.
Accordingly, the main cultural indicators include: The percentage of residential groups recognized and maintaining the title of cultural residential groups reaches 80%; The rate of families recognized and maintained the title of Cultural family reached 90%; The percentage of people who practice sports regularly reaches 45%; The percentage of families who practice sports regularly reaches 35%; 100% of wards registered to build “Wards meeting urban civilization standards”; 100% of residential groups registered to build “green – clean – beautiful – civilized residential groups”, 20-30% of residential groups meet the criteria of green – clean – beautiful – civilized; 100% of residential groups owns culture, art and sports clubs; 100% of playgrounds are eligible for investment and installation of sports training equipment and are exploited and used effectively.
To fulfill the set targets, Cau Giay district will focus on tasks and solutions such as: Promoting socialization of cultural and sports activities, linking economic development tasks with cultural development; implementing the project of tourism development associated with conservation and promotion of cultural heritage values in the district in the period 2020-2025; improving the quality and efficiency of the use of cultural institutions; building clubs, cultural and sports centers of wards, houses of culture, houses of community activities, community amusement parks into effective cultural and sports venues, attracting a large number of people to attend; paying attention to the development of mass cultural – art – physical training and sports movements, cultural models at grassroots level; continuing to invest in and develop high-achievement sports, also promoting sports practice among the people and organizing cultural and sports activities at grassroots levels to improve the spiritual life of the people; strengthening the State management of culture, sports and tourism, focusing on inspecting various types of cultural service businesses, and preventing and repelling social evils and activities, illegal acts in the field of culture – sports and tourism.
Promoting mass sport movement
At the same time, improve the quality of the movement “All people unite to build a cultural life” in the area, associated with the implementation of a civilized lifestyle in weddings, funerals, festivals and civilized urban order. Continue to concretize solutions to build elegant and civilized Hanoians among the people in association with promoting “Study, follow Ho Chi Minh’s ideology, morality and style”. Step up the construction and development of grassroots cultural life, improve the quality of evaluation and comment on cultural titles. Promote and well implement 2 City’s Code of Conduct, neighborhood group conventions, develop topics on cultural lifestyles in social activities such as traffic culture, office culture, culture public. Promote patriotic emulation movements among cadres, party members, union members and members with new, practical and effective models. Praise and reward advanced examples, good people – good deeds in implementing civilized urban lifestyle, building elegant and civilized Hanoi people, etc.
In the period 2015 – 2020, Cau Giay district has effectively implemented Program No. 09 by the District Party Committee on “Developing culture, building elegant and civilized Hanoians; improving the quality of human resources; social security”. The Program’s tasks are comprehensively implemented, the basic targets are completed, and some targets are exceeded, contributing to the completion of the district’s political, economic and social tasks. People’s living standards are improved; cultural development is associated with economic development and national security assurance.
