Overview of the Conference

In early 2024, Cluster No. 1, with the Department of Culture, Sports, and Tourism of Hai Duong Province as the Cluster Leader and the Department of Culture, Sports, and Tourism of Hung Yen Province as the Deputy Leader, developed and issued the 2024 plan for emulation and reward work with the theme Cluster No. 1: Solidarity, Creativity, and Promoting the Role of Culture, Sports, and Tourism as the Driving Force for Sustainable National Development. The conference to implement the plan, launch the emulation movement, and sign the emulation pact among the units in Cluster No. 1, including the Departments of Culture, Sports, and Tourism from Hanoi, Hai Duong, Ha Nam, Bac Ninh, and Hung Yen Provinces (hereinafter referred to as the units in the Cluster), was held in Hai Duong Province, with all units actively participating and signing the emulation pact.

Continuing the implementation of Directive No. 34-CT/TW dated April 7, 2014, from the Politburo on renewing emulation and reward work, the units in the Cluster enhanced leadership, direction, and communication about President Ho Chi Minh’s thoughts on patriotic emulation; the Party’s guidelines, State policies, and laws on emulation and rewards, particularly the Emulation and Reward Law 2022 and its detailed implementing regulations; and directives from the Government, the Ministry of Culture, Sports, and Tourism, and provincial People’s Committees on emulation and reward work.

The units in the Cluster actively responded to patriotic emulation movements launched by various levels, signed emulation pacts within the province’s cultural and social block, and organized industry-wide emulation movements striving to excellently and comprehensively fulfill the 2024 targets and plans with specific themes, practical and effective content, linking emulation work with promoting “Learning and Following the Ideology, Morality, and Style of Ho Chi Minh.” They continued to effectively implement themed emulation movements such as “All People Unite to Build a Cultural Life,” “All People Exercise Following Great Uncle Ho’s Example,” “The Whole Country Joins Hands to Build New Rural Areas,” “Vietnamese Enterprises Integrate and Develop,” “The Whole Country Joins Hands for the Poor – Leaving No One Behind,” “Promoting the Development of Modern, Synchronous Infrastructure; Practicing Thrift, Combating Waste,” “Civil Servants and Officials Compete to Implement Office Culture,” “Promoting Administrative Reform in the 2023-2025 Period,” “Digital Transformation,” and other emulation movements to commemorate major holidays, significant political events of the province, the country, and the industry. These efforts have fostered a vibrant emulation atmosphere, motivating collectives and individuals to excel in their assigned political and professional tasks, contributing to the development of the industry and the socio-economic progress of the provinces, the Cluster, and the country.

On August 2, 2024, in Hung Yen Province (the Deputy Leader), Cluster No. 1 held a mid-year review conference to assess the first six months’ emulation and reward work and deploy tasks for the last six months of 2024. They also conducted discussions, exchanges, and experience sharing in state management and the development of the culture, sports, and tourism sector to gradually enhance the effectiveness of state management and develop the industry.

Reward work has always been a focus for the units in the Cluster, viewing it as a motivator for officials, public servants, employees, and laborers in the sector to excel in their assigned tasks.

Based on the results of the emulation movements, the units in the Cluster regularly carried out timely reward forms to motivate and encourage collectives and individuals who achieved outstanding results in the activities and emulation movements initiated by various levels. The evaluation and proposal for rewards were conducted seriously, adhering to the standards and criteria. In 2024, 104 collectives and 252 individuals were awarded Certificates of Merit by the provincial People’s Committees, while 36 collectives and 57 individuals received Certificates of Merit from the provincial Departments of Culture, Sports, and Tourism for their achievements in domestic and international competitions and other significant contributions in activities under the management of the Industry.

Awarded collectives and individuals were promptly recognized and rewarded to promote and commend exemplary role models and encourage industry-wide efforts to fulfill assigned tasks.

In general, the 2024 emulation and reward work of Cluster No. 1 was timely, effective, and well-coordinated. The provinces in the Cluster closely followed and actively implemented the 2024 emulation work programs and plans. Participation in signing the Emulation Pact and organizing emulation movements achieved quality and effectiveness, contributing to the progressive development of the Cluster’s emulation movement.

Patriotic emulation movements launched by the units in the Cluster were extensively organized and implemented, yielding practical outcomes, enhancing the effectiveness of state management, and fostering the development of culture, sports, and tourism activities. The units successfully completed the 2024 programs, plans, and unexpected tasks assigned, significantly contributing to the socio-economic development of each province and the Cluster.

Despite these achievements, the Cluster’s activities faced several challenges and limitations: Although there was positive progress in the emulation movement, it was not uniform, with a lack of innovation in forms, content, and organizational measures. The discovery, nurturing, and widespread promotion of exemplary role models were infrequent; few new factors, models, or good practices were identified for broader dissemination. There were few concentrated programs in culture, sports, and tourism and inter-unit exchange activities within the Cluster. The Emulation and Reward Law 2022 and its detailed regulations contain many new provisions, leading to inconsistencies in interpretation and application, causing difficulties in evaluating emulation titles and reward work.

In the upcoming period, the Cluster will continue to deeply propagate President Ho Chi Minh’s thoughts on patriotic emulation, the Party’s guidelines, State policies, and laws on emulation and reward, especially the Emulation and Reward Law 2022 and its detailed implementing regulations. They will also implement Directive No. 39/CT-TTg dated October 15, 2024, by the Prime Minister on promoting patriotic emulation movements to welcome the Party congresses at all levels, heading toward the 14th National Party Congress, and the 11th National Patriotic Emulation Congress. The units in Cluster No. 1 will actively deploy, review, and summarize emulation movements and campaigns launched by the central government, the Ministry of Culture, Sports, and Tourism, and the provincial People’s Committees. They will also launch new emulation movements with the motto: practical, aligned with assigned political tasks, and linked to studying and following the ideology, morality, and style of Ho Chi Minh, striving to fulfill the targets and tasks set by the Party congresses at all levels and the 5-year plan (2021-2025).

Regarding key tasks, the units will focus on leadership, direction, launching, and implementing emulation movements and reward work: Launching emulation movements to celebrate major national holidays and significant political events, such as the 80th anniversary of the founding of the Vietnam People’s Army, the 35th anniversary of the All-People National Defense Festival, the 95th anniversary of the Party’s founding, the 50th anniversary of the complete liberation of the South and reunification of the country, the 135th birth anniversary of President Ho Chi Minh, the 80th anniversary of the successful August Revolution, the 80th anniversary of the traditional day of the People’s Public Security, the 20th anniversary of the All-People National Defense Festival, the 11th National Patriotic Emulation Congress, and the Party congresses at all levels heading toward the 14th National Party Congress. They will also continue to effectively implement the “Propagating Exemplary Role Models” Project for the 2022-2025 period.

The units will innovate and enhance the effectiveness of leadership, direction, and state management in culture, sports, and tourism: Promoting administrative reform and digital transformation to create breakthroughs in achieving the cultural, sports, and tourism objectives outlined in the Party Congress resolutions and various programs, projects, and plans for cultural, sports, and tourism development for 2025-2030. They will also promote the development of the culture, family, sports, and tourism sectors and enhance socialization to mobilize all resources for building and developing the culture, sports, and tourism sectors and participation in Cluster and Block emulation activities.

At the Conference, leaders of the Departments exchanged and discussed issues related to culture, sports, and tourism, such as strengthening grassroots-oriented emulation movements, enhancing professional exchanges between units, increasing cooperation, and establishing collaborative programs within clusters. They also discussed state management and digitalization in culture and sports, and mechanisms for self-financed units, etc.

During this occasion, the culture, sports, and tourism sector of Cluster No. 1 evaluated and assessed the 2024 emulation and reward work, proposing that the Ministry of Culture, Sports, and Tourism award Certificates of Merit. The units also agreed to elect the Department of Culture, Sports, and Tourism of Hung Yen Province as the Cluster Leader and the Department of Culture and Sports of Hanoi as the Cluster Deputy Leader for 2025.
