At its 28th session, the Hanoi People’s Council approved a Resolution stipulating several policies to support the preservation and development of craft villages and rural trades across Hanoi. The Resolution takes effect from January 1, 2026, to implement the 2025 Capital Law on supporting the preservation and development of craft villages and rural trades.
The Resolution applies to enterprises, cooperatives, cooperative groups, and households engaged in the production, business, and service activities of rural trades in accordance with the law within Hanoi; as well as organizations and individuals involved in the management of rural trades in the city.

The Resolution sets out preferential policies for artisans in the handicraft sector who have been conferred the titles of People’s Artisan and Meritorious Artisan by the President, as well as Hanoi Artisan titles awarded by the city.
Accordingly, the city provides one-time financial support of VND 40,000,000 per person for People’s Artisans; VND 30,000,000 per person for Meritorious Artisans; and VND 20,000,000 per person for Hanoi Artisans. People’s Artisans who provide training are entitled to an allowance of VND 500,000 per person per session; Meritorious Artisans and Hanoi Artisans who provide training receive VND 300,000 per person per session.
The city also supports 100% of travel expenses, accommodation allowances, meals, and lodging at the destination for organizations and individuals participating in working delegations to connect raw material supply regions; and provides support covering 50% of the cost for rural trade establishments to purchase new machinery, equipment, and production lines, capped at VND 500 million per establishment.

Regarding policies to support the relocation of production facilities located in residential areas or those belonging to trades that are not encouraged for development in rural craft villages, the Resolution provides support for dismantling and transportation costs of machinery, equipment, and workshops at a rate of VND 50,000 per square meter of workshop area, with a maximum of VND 500 million per establishment.
In addition, relocated establishments are exempt from land and water surface rental fees for 10 years and receive a 50% reduction for the remaining rental period; they are also eligible for a corporate income tax rate of 5%, including a four-year corporate income tax exemption and a subsequent 50% reduction of payable tax for the following nine years.
