Born and raised in a family of Confucian studies in a locality with a patriotic and academic tradition, Comrade Le Van Luong has the noble qualities of his family, clan, and homeland.

In 1927, when he was 15 years old, studying at Buoi School, he joined the Vietnam Revolutionary Youth Association. In June 1929, he joined the Indochinese Communist Party. In August 1929, he was sent to the Cochinchina together with Comrade Ngo Gia Tu, and actively join in the Saigon workers’ movement to implement the Party’s policy of “proletarianization”. In January 1930, Comrade Ngo Gia Tu recognized him as an official member of the Party on behalf of the Indochinese Communist Party’s Central Committee. After becoming an official party member, he became more and more active in building party cells and developing new members among workers in Saigon – Cho Lon.

On February 3, 1930, the Communist Party of Vietnam was established. Under the direction of the Provisional Executive Committee, communist organizations consolidated the party cells. Implementing the policy of the Executive Committee, comrade Le Van Luong (whose alias is Pham Van Khuong), comrades Ha Ba Cang (Hoang Quoc Viet), Le Quang Sung, Pham Ky establish Vietnam Communist Party Cell of workers of Faci company together.

At the end of 1930, comrade Le Van Luong was mobilized to operate at Socony oil company (Nha Be oil company). His task was building revolutionary bases, directing the development of party cells and building mass organizations among workers.

At the beginning of 1931, the Saigon workers’ movement grew stronger and more intensive, with a clear political feature. On January 1, 1931, comrade Le Van Luong was elected as the member of the General Confederation of Associations of Cochinchina at the 2nd Congress.

On March 23, 1931, there was a movement of workers of Nha Be Oil Company, which was directly directed by comrade Le Van Luong and some comrades in the Cochinchina Party Committee and Saigon City Party Committee. But the movement was suppressed by the French colonialists and comrade Le Van Luong was captured by the enemy.

After more than two years of detention and torture, the enemy still could not get any testimony, they had to set up a court to judge him and other communist party members. It was called as “The Indochinese Communist Party Case” by the press at that time. In front of the enemy’s court, you still upheld the qualities and attitude of a patriot, a revolutionary, courageously defended the communist ideals and the Communist Party’s goal of national independence.

Although there was not enough evidence, the judges still sentenced 8 people to death, including Le Van Luong. The protesting words of comrade Le Van Luong and other communist party members during the court affected Saigon – Cho Lon people at that time and created a people’s movement demanding that the enemy be reduced sentence for the communists.

Due to the positive effects of the world revolution, fighting spirit of the people of Saigon – Cho Lon, the movement of the French progressive forces and the direct fighting of the communist party members, the French colonialists were forced to reduce the death sentence to life imprisonment with hard labor.

In 1934, the enemy exiled comrade Le Van Luong and his fellow to prison in Con Dao. During 15 years in prison, Comrade always maintained the revolutionary ideal and the communist qualities. He was a resilient and indomitable example and had a positive influence on the prisoners on the island, on the revolutionary movement in the country. With the spirit of “turning the imperial prison into a revolutionary school”, Le Van Luong and his comrades established a Communist Party cell right in that “hell on earth”.

In mid-1934, the Party cell of Con Dao prison consisting of comrades Ngo Gia Tu, Tran Quang Tang, Pham Hung, Nguyen Cong Khuong (Le Van Luong) successfully led the fighting of the prisoners with firewood carts from An Hai to Lo Than so the enemy had to make concessions. The cell has joined with the Prisoners’ Association to ask the prison guards for reducing labor works for sick prisoners and to reduce hard labor.

Comrade Le Van Luong still diligently wrote articles for “Tien Len” newspaper, the secret newspaper of the Prisoners’ Association, a guide to the fighting in prison and “Y kien chung” – Journal of theoretical research in prison. His example has a positive influence on prisoners in the whole island, on the revolutionary movement in the country.

In 1948, when he was additionally elected as an Alternate member of the Central Committee of the Party and appointed as Chief of the Office of the Party Central Committee. He worked with Uncle Ho and the comrades in the Central Standing Committee, which helps General Secretary Truong Chinh perform the daily work of the Party. In particular, comrade Le Van Luong made an important contribution to the drafting of the Resolution of the Central Conference of Officers (Northern Indochina) discussing the organization of committees and sub-committees at the central and local levels.

During his term as Head of the Party Committee from 1948 to 1950, he helped the Central Committee of the Party draft a new charter and helped the Secretariat of the Central Committee prepare for a number of tasks related to the Party’s organization and members, actively contributed to the preparation for the 2nd Party Congress.

As the Director of Nguyen Ai Quoc Central Party School (1949-1956), comrade Le Van Luong contributed to help the Party Central Committee successfully organize the first National Conference on training and learning. He made great contributions to helping the school overcome many difficulties and challenges, develop in all aspects, meet the requirements and tasks assigned by the Party and State in training, education and theoretical and political training for officials and party members.

During his term as a Politburo member, Permanent Secretary of the Secretariat, Head of the Organization Department of the Party Central Committee, comrade Le Van Luong made many contributions to the Party development. He always paid attention to the protection of internal politics of the Party, objected to wrong behaviors, care for the people, help other comrades to develop. He always focus on the grassroot organizations, paying special attention to directing the implementation of the Party’s guidelines and policies on cadres.

During 10 years working as Secretary of the Hanoi Party Committee (1976 – 1986), comrade Le Van Luong with the group of leaders of the Party Committee and the Capital people achieved many important achievements in all aspects. work, becoming a example for localities nationalwide to follow.

He was the member of the VIth and VIIth National Assembly of the Socialist Republic of Vietnam. He died at the age of 83, on April 25, 1995, at Hanoi 108 Military Hospital.

During his life and career, comrade Le Van Luong always upheld the example of lifelong striving for the revolutionary of the Party. In every position, he successfully completed his assigned tasks. He was always loyal and devoted to the Party and the nation, and wholeheartedly serving for the revolution and the people. With nearly 70 years of operation and dedication to the revolutionary and the nation, comrade Le Van Luong was awarded the Gold Star Order by the Party and State, the 50-year Party membership badge and many other precious medals.
