On the morning of December 27, the Department of Culture and Sports organized a conference to deploy the tasks of the grassroots culture division in 2024. Comrade Tran Thi Van Anh, Deputy Director of the Hanoi Department of Culture and Sports chaired the conference.
Also attending conference were representatives of Financial Planning Office, Legal Organization Office, Cultural Management Office, Cultural and Family Life Building Office, Department Office and leaders and key officers of non-business units under the grassroots cultural division including: Library, Exhibition Information Center and City Cultural Center.

Implementing the mission in 2023 “Discipline, responsibility, action, creativity, development” of the City People’s Committee and the mission “Building a grassroots cultural environment and staff organization work” of the Ministry of Culture, Sports and Tourism, Hanoi Culture and Sports sector has proactively advised and drastically implemented comprehensive tasks with the highest responsibility and achieved many important results in all 3 areas: Culture, Sports and Family, including activities of the grassroots culture division.
Overview of the Conference
The “Whole population in building a cultural life” movement and grassroots cultural activities are always effectively directed by the Department towards the grassroots level. The foundation of moral values is preserved. The City’s 02 cultural codes of conduct have been gradually in place, contributing to repelling social evils and building a healthy cultural environment; effectively promoting the self-governing role of hamlets, villages and residential groups in building new rural areas, civilized urban areas, building cultural residential groups and cultural villages.
During the year, the Department carried out 96 events serving communication on holidays, anniversaries, political-social and cultural events of the country and the Capital including 14 annual events and 74 extraordinary events, 03 events in coordination with the Ministry of Culture, Sports and Tourism, organizing 02 competitions, 01 contest, 01 training session, attending 01 competition organized by the Ministry of Culture, Sports and Tourism and organizing 16 mobile propaganda night shows at the districts and towns within the City.
The project “Public library regeneration for the period 2021-2022” funded by the Korean Ministry of Culture, Sports and Tourism with non-refundable ODA capital was commenced in November 2022 and was inaugurated and put into operation on April 18, 2023. During the operation phase, the library is upgraded to a modern space, attracting a larger number of readers to the library.
In mass cultural and artistic activities: training courses were organized to improve the quality of Arts and Culture Club activities; Children dancing and singing groups in 2023 (27/30 units with 210 trainees); training on the art of Chau Van Singing in 2023; Cheo singing skill and performance fostering course; Ca Tru singing skill and performance fostering course; Art club activity organization training course; training course on staging and performing music and dance programs and exchanges of music and dance group clubs, successfully organized the “Culture – Convergence – Identity and Development” Music and Dance Festival – Hanoi 2023 ; Amateur Dance Arts Festival – Hanoi 2023; Amateur Water Puppet Art Festival – Hanoi 2023; The Capital Children’s Collective Dance and Song Festival Grand Finale – 2023; Amateur Theater Arts Festival – Hanoi 2023; Building, guiding and maintain the operation of 18 on-site clubs and nearly 20 satellite clubs for mass communication at the grassroots level to orient and improve the level of cultural and artistic appreciation and meet the people’s needs for creativity and cultural enjoyment. Music and Dance Club Groups: performing and interacting with people in Hanoi on the occasion of celebrating major holidays and important political events of the Capital and the country. Organizing movie shows to serve political tasks in districts and towns: Phu Xuyen, Thuong Tin, Quoc Oai, Ba Vi, Son Tay, Ung Hoa, Thanh Oai, Me Linh, Soc Son, Dan Phuong… Total number of shows serving mobile political missions: 700 shows, with 84,000 viewers; Organizing propaganda movie weeks to serve political tasks on holidays, Lunar New Year, anniversaries, and important events of the Capital and the country at Kim Dong Theater and 2/9 Son Tay Theater: 200 shows, with 24,000 viewers; Organizing 10 propaganda movie and art shows at the outdoor stage on holidays, Lunar New Year, anniversaries of important events of the Capital and the country…
In 2024, based on assigned targets and tasks, the units will proactively develop plans, closely adhere to functions and duties, and strive to successfully complete regular and extraordinary tasks assigned by the City People’s Committee and the Ministry of Culture, Sports and Tourism. The focus is placed on two key contents including staff organization and accelerating the progress of building economic and technical norms and product unit prices according to assigned functions and tasks.

Regarding the staffing targets assigned to units under grassroots culture division in 2024, Department of Culture and Sports remains the targets assigned to the units as in 2023. After obtaining approval of the City People’s Committee, functions, tasks and organizational structure, the Department will review and adjust the functions and tasks among departments and reallocate the staffing targets in line with the new functions and tasks.
The decision to assign staffing targets to departments was announced at the Department’s Conference on assigning socio-economic targets on Monday afternoon, December 25, 2023 and sent through the Department’s document management system. It is recommended that offices/non-business units publicly announce the staffing targets assigned to the units according to the Regulations on democracy in the agency’s operations. The non-business units allocate administrative staffing targets to departments under the unit and send performance reports to the Department. This is one of the contents of implementing democratic regulations in staff work at the unit and the Department will conduct public affairs inspections at the units. The units are required to dedicatedly implement the task.
Regarding reviewing the functions and tasks of offices and units under the Department according to the instructions of Task Force 826 of the Department: So far, the Department has completed reviewing the functions and tasks of the offices and 02 units: Exhibition Information Center and City Cultural Center. Hanoi Library will be undergone inspection in January 2024.
The units have finished working with the Department’s Task Force 826, requesting to complete and send documents to the Standing Task Force (through the Legal Organization Department) to summarize and deploy the next contents on staff organization.
Regarding the conclusions on public affairs inspection in 2023: In 2023, Department of Culture and Information conducted a public service inspection regarding 02 grassroots cultural units, the Cultural Management Department and the Cultural and Family Life Building Department. It is recommended that the departments seriously draw the inspection conclusions and send reports and verification documents to the Legal Organization Department according to regulations.

Currently, the Hanoi Department of Culture and Sports is striving to accelerate the progress of building economic, and technical norms and product unit prices in grassroots culture which is identified as one of the important tasks to actively implement in the coming time, ensuring accuracy and completeness to complete the provision of public services according to criteria, standards and quality assurance.
