On the morning of September 5, the Hanoi Department of Culture and Sports continued to collect opinions from experts to contribute to the Draft criteria for awarding the titles of “Cultural Family”, “Cultural Village, Residential Group”, “Typical Commune, Ward, Town” in Hanoi. Attending and chairing was Deputy Director of the Hanoi Department of Culture and Sports Tran Thi Van Anh.

Also attending the meeting were experts and lecturers in the field of culture such as: Assoc. Prof., PhD. Nguyen Chi My, former Head of the Propaganda Department of the Hanoi Party Committee; Assoc. Prof., PhD. Pham Duy Duc, former Director of the Institute of Cultural Development, Ho Chi Minh National Academy of Politics; PhD. Le Thi Thu Huong, Head of the Faculty of Culture and Tourism, Hanoi Metropolitan Univerisity; PhD. Tran Thi Thu Nhung, Deputy Head of the Faculty of Cultural and Art Management, Hanoi University of Culture.

Experts give their opinions at the meeting

Decree No. 86/2023/ND-CP issued on December 7, 2023 by the Government stipulates the framework of standards and sequences, procedures, and documents for considering and awarding the titles of “Cultural Family”, “Cultural Village, Residential Group”, “Typical Commune, Ward, and Town” superseding Decree No. 122/2018/ND-CP. The Government assigns the People’s Committees of provinces and cities to review and develop detailed and specific criteria for implementation to ensure conformity with the cultural characteristics and socio-economic situation of the locality.

In order to perfect detailed and specific criteria for the evaluation and recognition of the titles “Cultural Family”; “Cultural Village and Residential Group”; “Typical Commune, Ward and Town” to ensure that they are close to reality and suitable to the characteristics of Hanoi, the Department of Culture and Sports has organized to collect opinions from local practices in Ba Dinh District and Phuc Tho District.

At this meeting, experts all agreed that it is necessary to include the characteristics of the capital and the building of elegant and civilized Hanoians in the evaluation criteria. Assoc. Prof., PhD. Nguyen Chi My said that building a criteria framework needs to satisfy 3 factors: The first one is new points compared to previous criteria; the second one is to meet practical requirements; and the last one is to be suitable for local characteristics. The shorter and more concise the evaluation criteria are, the more effective they will be when put in place.

Assoc. Prof., PhD. Pham Duy Duc highly appreciated the Organizing Committee’s methodical implementation of the document issuance process through the following stages: Drafting, then collecting comments to continue editing, perfecting and finally officially issuing. According to Assoc. Prof., PhD. Pham Duy Duc, the detailed criteria are built from the standard framework of Decree 86/2023/ND-CP, while supplementing specific criteria of Hanoi so that people can easily remember and implement, avoiding too much division. Assoc. Prof., PhD. Pham Duy Duc also noted that in the criteria for awarding the title “Cultural Family”, it is necessary to focus on Part III, which stipulates the criteria “A prosperous, progressive, happy, civilized family”.

Receiving all the comments from experts, Deputy Director of Hanoi Department of Culture and Sports Tran Thi Van Anh hopes that the comments will facilitate Hanoi Department of Culture and Sports and related departments and branches in editing, supplementing and advising the City People’s Committee to issue criteria for awarding cultural titles: “Cultural family”, “Cultural village, residential group”, “Typical commune, ward, town” which are truly groundbreaking, practical and have the unique characteristics of Hanoi Capital.
