“Keeping streets and alleys green, clean and beautiful” Contest was first organized by the Department of Culture and Sports in 2015, attracting many participants from localities. The contest considers 14 criteria, including No residual waste; No improper advertisements; no topsy-turvy construction materials; Planting flowers and ornamental plants … In 2019, after the city launched the contest, 100% of districts launched the campaigns of wards, communes, villages and hamlets to respond, creating the extensive movements in renovating alleys and streets, preserving landscapes, and keeping environment green, clean and beautiful. From the contest, many good models in building and preserving the landscape have been proposed, which are enthusiastically supported by the people. Many localities and people voluntarily contributed money, workdays and construction materials to renovate alleys and streets.

“Keeping streets and alleys green, clean and beautiful” contest responding to the year of urban order and civilization 2019 was identified as one of the important contents in the movement “All people to unite to build cultural life”, at the same time, was one of the five main activities to implement the year of urban order and civilization 2019 of Department of Culture and Sports.
“Keeping streets and alleys green, clean and beautiful” contest was the focus and culmination in the implementation of general sanitation in the city, creating a new face for the capital. Through the contest, all levels, sectors and people in the Capital were deeply aware of the purpose, meaning and importance of “the year of urban order and civilization”. Many streets, residential areas, village roads and alleys are beautifully decorated, people’s awareness of sanitation is significantly improved to create the good habit for every citizen, which is the important premise in raising awareness and creating civilized, cultural and elegant behavior of Hanoi people not only for today but also for long-term cultural consciousness for generations of the Capital’s people.
Through the Contest, many districts and towns in the city, such as Thanh Oai, Ung Hoa, Phuc Tho, Dan Phuong, Dong Anh, Long Bien, Hoan Kiem and Bac Tu Liem, Hoang Mai, Thanh Xuan, Son Tay town …. proposed with good ways and models, suitable to the actual situation of each locality, creating positive changes in the organization and implementation of environmental sanitation and urban order and building the civilized lifestyle.
The Contest was implemented seriously and synchronously by the People’s Committee of districts and towns, the Steering Committee of movement “All people to unite to build cultural life” at all levels; associated with the implementation of the contents of the Hanoi City Party’s Program 04/CTr-TU on “Social and cultural development, raising the quality of the Capital’s human resources, building elegant and civilized Hanoi people” and the movement “All people to unite to build cultural life”. Most localities have developed plans, guidelines, scales and criteria to check and grade. Particularly, some districts such as Thanh Oai, Ung Hoa, Phuc Tho, Dan Phuong, Dong Anh, Long Bien, Hoan Kiem, Bac Tu Liem, Hoang Mai and Thanh Xuan, Son Tay town themselves also organized contests to create an active atmosphere and encourage people to actively participate. Implementations plans were proactively disseminated to communes and villages, focusing on the construction of standard roads, streets, hamlets, and typical residential clusters to replicate the model.
Besides the timely promulgation of plans and programs specifying sanitation work in the whole city, the propaganda and encourage for people to participate in the implementation of environmental sanitation are well maintained, promptly encouraging and praising good places, reminding those with bad results, promptly reflecting the implementation results, promoting the emulation movement and creating widespread public opinion in raising the awareness and actions of each collective, unit, officer, employee, worker and citizen in promoting the responsibility for building the good lifestyle of the people and for elegant and civilized Hanoi people.
Starting in November 2019, the Department of Culture and Sports collaborated with relevant agencies to organize surveys and scoring. As a result, BTC awarded 1 First Prize for Thanh Oai district; 2 second prizes for Ung Hoa and Long Bien districts; 3 third prizes for Hoan Kiem district, Son Tay town and Dong Anh district. The remaining 24 districts and districts were granted encouragement prizes.
