The Hanoi People’s Committee has issued Notice No. 751/TB-VP dated November 22, 2025, announcing the conclusions of Vice Chairwoman Vu Thu Ha following a meeting on preparations for activities serving the public during the New Year holiday, the 14th National Party Congress, and the Lunar New Year of the Year of the Horse.

Accordingly, Vice Chairwoman Vu Thu Ha assigned the Hanoi Department of Culture and Sports to take the lead, in coordination with the Department of Construction and the People’s Committees of Hoan Kiem and Cua Nam Wards, to conduct field surveys and finalize plans for organizing artistic performances, decorative lighting, and 3D mapping displays in central areas, particularly the Hoan Kiem Lake surroundings, adjacent zones, and the Hanoi Information and Exhibition Center at 45 Trang Tien. These activities aim to serve residents and visitors celebrating the Gregorian New Year, the 14th National Party Congress, and the upcoming Lunar New Year.

The Department of Culture and Sports is tasked with guiding the event organizer to incorporate feedback from relevant departments and localities, and to finalize plans for the “New Year Countdown 2026” program. The department will also provide direction on designing the visual identity and developing a series of auxiliary activities to ensure the Countdown 2026 program is rich, engaging, and contemporary, meeting the cultural and artistic expectations of citizens and tourists during the transition into the new year. In addition, the department must report on artistic lighting decoration along major central streets, ensuring designs are modern, refined, and reflective of Hanoi’s cultural identity. It will also provide recommendations regarding the organization of a fireworks display to welcome the year 2026.

The Vice Chairwoman further instructed proactive coordination with units under the Ministry of Culture, Sports and Tourism, Vietnam Television, and other relevant agencies to study and propose the organization of a “Dau An” concert prior to the 2026 New Year holiday.

The Department of Construction is assigned to develop plans, within its mandate, to enhance decorative lighting for trees, gardens, and streets, creating a festive and uplifting atmosphere for residents celebrating the New Year, the Lunar New Year, and the 14th National Party Congress. Priority areas include headquarters of central agencies; the City Party Committee – People’s Council – People’s Committee – Vietnam Fatherland Front Committee; major bridges and overpasses; parks and flower gardens; and key public spaces across wards and communes.
